Second Division tightens regulations on the use of naturalized players.

On the morning of March 17th, the draw for the 2025 National Second Division League schedule took place at the VFF headquarters. Accordingly, the regulations for registering naturalized players in the league have been adjusted to be consistent and synchronized with the First Division and V.League competition systems.

Instead of being free to register naturalized players (Vietnamese players of foreign origin), teams are now limited to a maximum of one. However, it is highly likely that no team in the league will register a naturalized star player due to the declining professional quality of this group of players. Additionally, according to VFF regulations, teams are also allowed to register two foreign players of Vietnamese origin (Vietnamese expatriates).

Teams in the second division are only allowed to register one naturalized player.

Speaking at the draw ceremony, Ms. Nguyen Thanh Ha said: “ The National Second Division Football League is an important platform that contributes to maintaining and developing the football movement in localities, and also serves as a launching pad for talented young players to gain experience and gradually assert themselves on their journey to becoming professional .”

The 2025 National Second Division Football League will kick off its first leg from April 11th to May 13th, 2025, and its second leg from May 21st to June 22nd, 2025. This year's league will feature 15 teams from across the country, an increase of one team compared to the 2024 season. This partly reflects the stable development of the league within the national non-professional football system.

This year's tournament will continue with a double round-robin format (home and away) to determine points and rankings, from which the top four teams will be promoted to the National First Division for the 2025/26 season. Simultaneously, the team with the lowest ranking in both groups will be relegated.

According to the draw results, Group A includes the following clubs: Hanoi Youth, Hoai Duc, PVF-CAND Youth, PVF, Phu Tho, Bac Ninh, and Quang Ninh. Group B includes the following teams: Kon Tum , SHB Da Nang Youth, Lam Dong, Dak Lak, Tay Ninh, Vinh Long, Gia Dinh, and Van Hien University.
