On the afternoon of June 28, the Ministry of Finance held a conference with localities to review the disbursement of public investment from foreign capital sources in the first 6 months of 2023 and measures to increase disbursement in 2023. Mr. Truong Hung Long - Director of the Department of Debt Management and External Finance, Ministry of Finance chaired the conference. According to the report of the Ministry of Finance, the disbursement rate of public investment capital from foreign capital sources in the first 6 months of the year reached about 6.32% of the plan. Of which, 8/50 localities have a disbursement rate of over 15% and up to 16/50 localities have not yet disbursed. For Khanh Hoa, the total foreign capital plan assigned by the Prime Minister in 2023 is nearly 472 billion VND. As of June 15, the province's disbursement rate is nearly equal to the national average. The reason for the province's disbursement rate is facing many difficulties due to the work of counting, appraising, approving compensation unit prices, compensation plans, support and resettlement of projects still having problems. Currently, the Provincial People's Committee has reported to the Ministry of Planning and Investment to request a reduction in investment capital from foreign capital sources for a number of projects.
After listening to local representatives report on the disbursement of foreign public investment capital, difficulties, obstacles and proposed solutions to speed up disbursement of capital, Mr. Truong Hung Long assessed that in the first 6 months of the year, localities disbursed capital slower than ministries and branches. To complete the disbursement task in 2023, the Ministry of Finance hopes that localities need to closely monitor and promptly direct project owners to resolve problems in order to complete the disbursement target in 2023.
