According to the report of the Ministry of Finance, the disbursement rate of public investment capital from foreign capital sources in the first 6 months of the year reached about 6.32% of the plan. Of which, 8/50 localities have a disbursement rate of over 15% and up to 16/50 localities have not yet disbursed. After listening to local representatives report on the disbursement of foreign public investment capital, difficulties, obstacles and proposed solutions to speed up disbursement of capital, Mr. Truong Hung Long assessed that in the first 6 months of the year, localities disbursed capital slower than ministries and branches. To complete the disbursement task in 2023, the Ministry of Finance hopes that localities need to closely monitor and promptly direct project owners to resolve problems in order to complete the disbursement target in 2023. The Ministry of Finance requested localities to review the detailed allocation of budget estimates to each project, ensuring close progress and disbursement needs of the project; promptly report to the Government on arising problems, especially problems related to regimes and policies to speed up the disbursement of projects; implement a periodic reporting regime on the disbursement situation of ODA capital...
