Slow disbursement of public investment capital, 20 units criticized by Can Tho Chairman

The Chairman of the People's Committee of Can Tho City severely criticized the Heads of 20 units assigned to be investors/project owners and project managers, as of May 12, 2025, whose disbursement rate reached less than 14% of the assigned capital plan.

On May 15, Chairman of Can Tho City People's Committee Truong Canh Tuyen signed an official dispatch to the Department Directors; Heads of city agencies, departments and branches; Director of State Treasury Region XIX; District Party Committee Secretaries; Chairman of People's Councils, Chairman of People's Committees of districts and towns on strengthening inspection and taking effective measures to speed up the implementation and disbursement of the 2025 public investment plan in the city.

In this Official Dispatch, the People's Committee of Can Tho City said that according to the report data from the State Treasury of Region XIX, as of May 12, 2025, the city's disbursement rate reached 11% of the plan assigned by the Prime Minister and 11.84% of the plan assigned by the City People's Council (low compared to the average disbursement rate nationwide estimated by the end of April 2025 at 14.32%).

Of which, there are 2 investors with disbursement rate of over 50%; 2 investors with disbursement rate from 20%-38%; 10 investors with disbursement rate from 10%-18%; 13 investors with disbursement rate from 0%-3%).

According to the People's Committee of Can Tho City, the disbursement results in recent times show that the city's disbursement rate is progressing very slowly, the sense of responsibility of some Department Directors, Heads of agencies, departments, branches of the city, Chairmen of District People's Committees assigned to be investors and project managers is not high, lack of determination, organizational capacity and individuals in charge of projects do not have much experience, are passive in coordination and lack strong and effective measures in implementing bidding packages, construction items, projects, etc. If the working method is slow to innovate, the ability to disburse the capital plan in 2025 cannot complete the plan set out according to the direction of the Prime Minister (reaching 100%).

Through the above disbursement results, the Chairman of the People's Committee of Can Tho City commended the Heads of units including: Department of Culture, Sports and Tourism; Department of Education and Training; Management Board of civil and industrial construction investment projects of the city; People's Committees of districts: O Mon, Thot Not, Co Do, Thoi Lai with disbursement rates higher than the national average disbursement rate.

At the same time, severely criticize the Heads of 20 units assigned to be investors/project owners and project managers, as of May 12, 2025, whose disbursement rate reached less than 14% of the assigned capital plan, including the following units: Department of Home Affairs; Department of Finance; Department of Health; Department of Construction; Department of Science and Technology; City Police; City Military Command; City Construction Investment Project Management Board, People's Committees of districts: Ninh Kieu, Cai Rang, Binh Thuy, Vinh Thanh, Phong Dien...

In order to continue to rectify and promptly resolve difficulties and bottlenecks in investment, speed up the implementation and disbursement of the 2025 public investment plan, the Chairman of the People's Committee of Can Tho City requested the Directors of Departments, Heads of agencies, departments and branches of the city, Secretaries of District Party Committees, District Party Committees, Chairmen of District People's Councils, Chairmen of District People's Committees to urgently direct the synchronous, drastic and effective implementation of key tasks and solutions.

In particular, speed up the preparation work for project implementation, contractor selection work in accordance with legal regulations, and start construction soon. Proactively have specific plans and measures to remove difficulties and obstacles, speed up construction progress; urgently complete documents, carry out procedures for payment of investment capital for the project as soon as the completed volume is accepted according to regulations, not to let payment accumulate at the end of the year. Investors, project management units, People's Committees of districts, based on the assigned disbursement rate, have a written commitment to the disbursement rate, develop a plan, detailed disbursement targets for each month to send to the Department of Finance for synthesis, and report to the City People's Committee. Implementation time is to be completed before May 20, 2025.

By June 30, 2025, units with disbursement rates lower than the national average disbursement rate, investors, and project management units are responsible for reporting and explaining (if there are no objective reasons, force majeure, etc.) to the Department of Finance for synthesis, proposing competent authorities and the City People's Committee to reduce the amount of capital that cannot be disbursed to transfer and supplement payments for projects that have completed and disbursed well; at the same time, the responsibility will be reviewed and disciplinary action will be taken against the heads of relevant investor and project management units for slow progress in implementation and disbursement.

The Chairman of the People's Committee of Can Tho City assigned the Secretary of the District Party Committee, the District Party Committee, the Chairman of the People's Council of the district, the Chairman of the People's Committee of the district to strengthen the inspection and direction of the work of compensation, support, resettlement, and handover of construction sites, especially key works and projects in the area, prioritizing the allocation of sufficient funds to carry out compensation and site clearance for project implementation; effectively carry out propaganda, mobilization, inventory and speed up the construction progress of resettlement areas, and hand over construction sites soon. Take full responsibility for the delay in handing over the sites, affecting the project implementation progress and disbursement rate.
