“The whole country joins hands to eliminate temporary and dilapidated houses” is not only a political and social emulation movement but also a deeply humane action, contributing to affirming the tradition of “the strong helping the weak” of the Vietnamese people. From the correct policy of the Party and the State to the response of all classes of people, the movement helps hundreds of thousands of poor and near-poor households have solid, safe houses, peace of mind to work and produce, and rise up to escape poverty sustainably.

Lesson 1: Spreading the emulation movement to eliminate temporary houses

The policy of eliminating temporary and dilapidated houses has been and is kindling the spirit of solidarity and humanity in the community. In Tay Ninh , from the drastic direction of the Party Committees and authorities at all levels to the response of the people, the emulation movement quickly spread deeply and widely, contributing to improving the quality of life, ensuring social security and promoting the goal of poverty reduction and new rural construction.

When the resolution comes into life

The Party and State have identified the elimination of temporary and dilapidated houses as one of the key tasks to improve the quality of life and ensure the right to safe and stable housing for the people. Prime Minister Pham Minh Chinh affirmed that this is a program with profound humanistic meaning, expressing gratitude and "repaying gratitude" to those who have contributed to the revolution, while spreading the spirit of "mutual love and support", "helping each other", and strengthening the great national unity bloc. The movement also demonstrates the responsibility of the Party and State in caring for the disadvantaged, households in difficult circumstances, and people in remote, isolated, border and island areas.

Prime Minister Pham Minh Chinh repeatedly emphasized: “The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported; those in difficulty are waiting and hoping, so we only discuss action, not retreat.” That spirit of direction quickly came into practice, spread strongly among all classes of people, aroused the combined strength to eliminate temporary, dilapidated houses, becoming a widespread, humane social movement.

As soon as the Central Government directed, the Provincial Party Committee and the Provincial People's Committee concretized it into action plans and programs, clearly assigning responsibilities to each department, branch and locality. The Vietnam Fatherland Front and socio-political organizations actively participated in the movement to mobilize social resources, mobilize businesses and philanthropists to join hands in support. Thanks to that, the movement
quickly received consensus and response from cadres, party members and people.

The numbers "talk"

From a major policy of the Party and State, the emulation movement to eliminate temporary and dilapidated houses has become a concrete and practical action in life. After more than 1 year since its launch and 10 months and 21 days of implementing the peak of "450 days and nights", Vietnam has basically completed the goal of eliminating temporary and dilapidated houses nationwide, "reaching the finish line" 5 years and 4 months earlier than the target in Resolution No. 42-NQ/TW, dated November 24, 2023 of the 8th Conference of the Party Central Committee (13th tenure) on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period.

As a result, the whole country eliminated 334,234 temporary and dilapidated houses with a total cost of nearly 50,000 billion VND. Of which, more than 24,000 billion VND, the State has allowed the use of 5% of the regular expenditure savings in 2024, which is 5,070 billion VND and from 1,940 billion VND from the increased budget revenue in 2024 to support housing for people with revolutionary contributions and relatives of martyrs.

In addition, the movement also mobilized 2.7 million working days and more than 454,000 people to support the people. The statistics "tell the story", the new solid houses built not only contribute to changing the face of the homeland but also light up the faith and hope of the people.

Along with the whole country, the emulation movement to eliminate temporary and dilapidated houses in the province was deployed synchronously. Hundreds of temporary and dilapidated houses were replaced with new ones. By the end of May 2025, the whole province had completed 924 Great Unity houses, of which 774 were newly built and 150 were repaired, with a total value of more than 73.1 billion VND, reaching 100% of the plan. Many localities in the province became bright spots in the emulation movement with results exceeding targets, ensuring that there were no more poor households living in dilapidated and dangerous houses.

It is worth noting that the movement does not stop at eliminating temporary houses but also aims at the long-term goal of improving the quality of life, helping people escape poverty sustainably. Along with housing support, many localities link the movement with programs to support livelihoods, production capital, vocational training, job creation, etc. Thanks to that, people have more motivation to rise up and escape poverty.

Outstanding in the emulation movement is the spirit of solidarity in the community. Many shelters were built not only with support from the State but also with the efforts and hearts of the people. It is these simple gestures that create a strong spread of the movement; affirming the spirit of "the healthy leaves cover the torn leaves"; the consensus and joint efforts of the entire political system and all classes of people for the goal of sustainable social security./.
