According to the delegate, synchronous infrastructure is an important driving force for Hue's development.

Delegate Le Anh Tuan said that in recent times, the city has implemented many important projects such as the traffic system along the Huong River, belt roads, overpasses, resettlement areas, urban renovation associated with new public spaces. However, compared to development requirements, Hue's infrastructure is still scattered, lacking connectivity, and some major projects are behind schedule.

The proposed solution is to mobilize maximum resources from socialization and public-private partnership, along with increasing decentralization and delegation of authority so that the city can be more proactive in implementation. In the coming period, the priority will be to upgrade Phu Bai airport, expand Chan May port, complete the infrastructure of industrial parks, and at the same time, renovate the urban area associated with heritage space.

Delegate Le Anh Tuan emphasized: Infrastructure investment not only aims to improve the urban appearance but also directly enhances competitiveness, attracts businesses and tourists, creates more jobs and contributes to the budget. If implemented synchronously, Hue will have enough conditions to make a strong breakthrough in the 2025 - 2030 term.

Training and attracting high-quality young human resources

Human resources, especially the young generation, are identified as one of the pillars for the sustainable development of Hue city. Delegate Nguyen Thanh Hoai said that Hue is a major education and training center in the Central region, with tens of thousands of students graduating each year. However, the “brain drain” situation still occurs when many good students choose to start their careers in big cities. This poses an urgent need to both improve the quality of on-site training and create an attractive working environment to retain human resources.

The solutions proposed by delegate Nguyen Thanh Hoai include: Strengthening the connection between schools - businesses - authorities in training and using labor; building start-up and innovation programs associated with the application of science and technology; developing digital skills, foreign languages ​​and industrial style for young people. Along with that, the city needs to have a mechanism to support finance, housing, start-ups, and encourage good students and young workers to stay long-term.

Exploiting the strengths of heritage cities to break through tourism and services

Hue possesses invaluable resources: 8 UNESCO heritages, hundreds of festivals, unique cuisine with nearly 1,700 dishes, a rich system of craft villages and diverse natural landscapes. This is the foundation for Hue to develop tourism - services to become a key economic sector. The speech of delegate Tran Thi Hoai Tram, Director of the Department of Tourism at the Congress gave many strategic directions for the coming period.

Delegate Tran Thi Hoai Tram said that in recent years, Hue tourism has made a strong impression with the four-season Hue Festival, the walking space along the Perfume River, many high-class hotels and resorts. The number of visitors in 2024 will reach nearly 4 million, including 1.4 million international visitors, with revenue of nearly VND9,000 billion. However, limitations still remain: Products are not differentiated, there is a lack of large-scale projects, infrastructure is not synchronized, and the length of stay and spending of visitors are still low.

To make a breakthrough, delegate Tran Thi Hoai Tram informed that Hue aims to welcome 10-12 million visitors by 2030, of which international visitors account for nearly half; revenue of about 30,000 billion VND. The key solutions are: developing specific products (heritage tourism, cuisine, spirituality, healthcare), upgrading infrastructure (airports, seaports, resorts), promoting digital transformation in promotion, building the brand "Culinary Capital", "Festival City", "Land of Hoang Mai"...
