However, due to many objective and subjective reasons, the growth rate is still slow, the economic scale is still small, the average GRDP per capita has not reached the set plan, and the work of Party building and political system building has not met new requirements and tasks.

Secretary of the City Party Committee Le Truong Luu said that the Congress will work with the highest sense of responsibility, promote collective intelligence, properly implement the motto "Solidarity - Democracy - Discipline - Development", and contribute many opinions to the draft documents of the Central Committee and documents of the City Party Executive Committee, term XVI, submitted to the Congress; in which, focus on discussing and deciding on directions, goals, targets, tasks, and breakthrough solutions to create a breakthrough in socio-economic development for the next term; at the same time, discuss and give opinions on the draft Action Program to implement the Resolution of the Congress.

After the opening speech, member of the Standing Committee of the City Party Committee, Head of the City Party Committee's Inspection Committee Pham Thi Minh Hue, Head of the Delegate Qualification Examination Committee, reported on the results of the qualification examination of delegates attending the Congress.

Accordingly, the Congress convened 400 official delegates who met the qualifications required by the Party's regulations, including 46 ex-officio delegates, 18 elected delegates, and 336 appointed delegates. 100% of the delegates voted in agreement with the results of the review as reported.

Presenting the draft political report at the Congress, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Phuong said that after 5 years of implementing the Resolution of the 16th Provincial Party Congress and the Resolution of the 13th National Party Congress, Hue City has achieved many outstanding achievements, marking a historic turning point when it became a centrally-run city.

The average GRDP growth rate in the period of 2020 - 2025 reached 7.54%/year, higher than the national average; average income per capita was 3,200 USD; 14/15 main targets met and exceeded the plan.

In urban planning and development, the urbanization rate reached 66.3%. The Party Committee and People of Hue City have united and made efforts to comprehensively implement all aspects of work, achieving many outstanding results. In particular, after a period of efforts, from January 1, 2025, Thua Thien Hue officially became a centrally-run city, realizing the long-standing aspiration of the Party Committee, government and local people. Minister of Public Security Luong Tam Quang also noted that the Congress needs to frankly acknowledge the limitations and weaknesses that have been reviewed. “We must tell the whole truth, clearly identify the causes and responsibilities, and propose solutions to completely overcome them, not allowing them to persist,” Comrade Luong Tam Quang emphasized.
