Clean up and ensure traffic safety
Ms. Nguyen Thi Nga Hanh, living on Duong Van An Street, Vy Da Ward, shared: “The floodwaters have receded, and people living along the road are taking advantage of the opportunity to clean up. The environmental sanitation team also quickly collected trash and washed away the remaining mud. We just hope the flood will end soon so that life can return to normal.”
Many roads in low-lying areas and along rivers such as Hai Trieu, Huynh Thuc Khang, Han Mac Tu, etc. have receded. People are urgently collecting garbage, pushing mud, and returning the road surface to a clear state. In low-lying communes and wards such as Dan Dien, Quang Dien, Huong Tra, Kim Tra, etc., the water has gradually receded, leaving behind a large amount of garbage and mud. Localities are taking advantage of the water to clean up wherever it reaches to ensure environmental and traffic safety.
Previously, due to heavy rains causing flooding in the entire city, 457 households/663 people in the following communes and wards were evacuated: A Luoi 2, Phong Dien, Phong Dinh, Kim Tra, Huong Tra, Quang Dien. As of this morning (November 18), the water level on the rivers is decreasing, people have returned home, currently 152 households/315 people have not been able to return home because some areas are still deeply flooded.
According to statistics as of the afternoon of November 17, the city still had more than 7,619 houses flooded from 0.3m to 0.5m, some localities were heavily affected such as: Quang Dien, Huong An, Huong Tra, Hoa Chau... Localities are continuing to review and count to determine the specific number of affected houses and damage caused by floods in the area. As of 7am this morning, the whole city still had 21,052 customers without electricity (accounting for 6.1%).
Found the victim of the capsized boat On the morning of November 18, Mr. Ho Le Hoang Thinh, Chairman of the People's Committee of Kim Tra Ward, informed that the remaining victim in the boat capsize incident that occurred at around 7:10 p.m. on November 17 had been found. Before that, Mr. NVT and two other people, N.D.Q. and N.D.M. (both residing in Trieu Son Trung Hamlet) were traveling by boat on Provincial Road 19, near the gate of Trieu Son Trung Village (old Huong Toan). Due to big waves and strong currents, the boat capsized. Mr. N.D.Q. and N.D.M. swam to shore safely, but Mr. NVT was swept away by the water and went missing. At around 9:30 a.m. on November 18, Mr. NVT's body was found in front of the gate of Trieu Son Trung village, about 10 meters from where the boat capsized. |
Proactively respond to heavy rain and landslides
According to the professional agency, in the next 12 hours, the flood on the rivers in Hue City will continue to decrease but still above the warning level 2. From the next 12 to 24 hours, the water level will decrease slowly and will still be at the warning level 2. However, it is forecasted that from the early morning of November 18 to the early morning of November 20, Hue will continue to have heavy to very heavy rain, with some places having especially heavy rain. The total rainfall in the plain area is generally 150-300mm, in high places over 400mm; in mountainous areas 250-400mm, in some places over 550mm. Warning of natural disaster risks due to heavy rain: level 1 in the plain area, level 2 in the mountainous area. Heavy rain is likely to cause flooding in low-lying areas downstream of rivers, urban flooding and places with weak drainage systems.
In addition to rain, from today (November 18), cold air will intensify its impact on Hue City. Ships operating at sea are at risk of being affected by strong winds and large waves; the risk of coastal erosion continues to increase.

In Hung Loc commune, heavy rains in recent days have caused water from the source to flow strongly, causing landslides in many sections on the only road leading to Xuan My village, threatening to form a frog jaw and possibly completely cut off the road if the rain continues. Heavy rains from October 27th to now have caused serious landslides on the road. From late October to early November, the landslides had eaten into the foot of the road by about 2m. By the rains on November 17th, the situation continued to widen, with another 50cm of landslides.
This is the only traffic route connecting dozens of households in Xuan My village with Provincial Road 14B, the commune center and National Highway 1. Currently, the commune's civil defense force has barricaded and placed warning signs to ensure safety for people and vehicles.
Mr. Hoang Tran Quoc Phu, Chairman of Hung Loc Commune People's Committee, informed that the landslide section is about 100m long. Currently, the locality is developing a temporary repair plan; when the rain decreases, it will mobilize forces and equipment for emergency reinforcement, and at the same time propose that Hue City People's Committee allocate funds to build a solid embankment to thoroughly handle the risk of landslides.
