Over 100 land registration files remain pending.
By the end of September 2024, Gia Nghia City's total budget revenue reached 216 billion VND, achieving 57% of the provincial People's Council's projected target. Of this, revenue from taxes, fees, and charges accounted for a relatively high percentage. However, revenue from land use fees only reached 120.4 billion VND out of 500 billion VND, achieving 19.3%.

Chairman of the Gia Nghia City People's Committee, Do Tan Suong, emphasized that revenue from resettlement and land auctions is being implemented by the local authorities in coordination with relevant parties.
Regarding revenue from land-use conversion, the set targets have not been met. Currently, there are 100 land-use conversion applications from citizens that have not been processed.
The problem stems partly from shortcomings on the part of local officials in their dealings with the people. Another factor is the conflict with the detailed planning. The general plan for Gia Nghia City covers 28,000 hectares, while the detailed plan only covers 6,400 hectares.

"According to regulations, only areas with detailed planning are allowed to change land use purposes. This is the reason why land conversion is delayed," Mr. Suong said.
According to Mr. Suong, during the implementation process, Gia Nghia City also encountered difficulties in implementing Decision No. 533/QD-UBND on the Land Use Plan for 2024.
Currently, resettlement areas such as those of the Provincial Police Department, the Provincial Military Command, the Department of Construction, and the Department of Natural Resources and Environment have not yet been officially handed over to local authorities for management.
Therefore, the People's Committee of Gia Nghia City requests the Department of Natural Resources and Environment to advise the Provincial People's Committee to allow households and individuals to change the land use purpose.
Gia Nghia City collected 120.4 billion VND in land revenue, including the following sources: 33.9 billion VND for resettlement land allocation; 41.9 billion VND for land use purpose conversion; 31.7 billion VND for land auctions; and 12.9 billion VND for land use fees.

Determined to implement
According to Do Tan Suong, Chairman of the People's Committee of Gia Nghia City, the locality is currently accelerating measures to boost land use fee collection. Because if land use fee collection remains low, the city's 2024 budget revenue target will certainly not be met.
Regarding the auction, the East Bank Resettlement Area still has more than 30 plots, with an expected revenue of nearly 150 billion VND. Gia Nghia City has fully handed over the land to the Land Fund Development Center (Department of Natural Resources and Environment).
The public housing area is currently undergoing the auction process. If these two areas are auctioned this year, the revenue from land use fees will be very promising.
Regarding land-use conversion, the People's Committee of Gia Nghia City proposes that the Provincial People's Committee decide to revoke the land previously allocated to investors and transfer it to the People's Committee of Gia Nghia City for management. Based on this, the locality will arrange resettlement for households and individuals.

Regarding revenue from land use, Vice Chairman of the Provincial People's Committee Le Trong Yen requested Gia Nghia City to urgently build an administrative database to reduce fees and charges for citizens.
"Why does Gia Nghia City have a lower rate of land-use conversion than other districts? The local authorities need to re-evaluate the issue to find more effective solutions. First and foremost, it needs to start with the responsibility of land administration officials," Mr. Yen emphasized.

According to the Standing Vice Chairman of the Provincial People's Committee, Le Van Chien, Gia Nghia City must be determined to take action. The locality needs to identify the causes. Is there a situation of neglect or a lack of decisiveness? If the problem is not resolved, it will lead to a vicious cycle.
“Gia Nghia City is bold and determined to do it. Failure to collect land use fees will lead to a budget shortfall. Once the budget is shortfall, it will affect many other areas,” affirmed Le Van Chien, Standing Vice Chairman of the Provincial People's Committee.
