Vietnam's offshore wind power potential is huge, up to 600,000 MW.

The announcement stated: Electricity is the fundamental input factor for the industrialization and modernization process, promoting socio -economic development, and ensuring national defense and security. Investment in the development of the electricity sector is one of the top priorities of the Party and the State; electricity must be one step ahead to meet the needs of sustainable development both now and in the future. In recent years, our country's socio-economy has developed strongly, requiring electricity growth to be at 10-12%/year. Therefore, we need to focus on investing in power projects early and from afar to ensure sufficient electricity supply for future development needs, especially baseload power sources, renewable energy, clean electricity such as offshore wind power, gas power to move towards the Net Zero goal by 2050.

By 2030, offshore wind power capacity serving domestic electricity demand will reach about 6,000 MW.

According to the Power Plan VIII, Vietnam's offshore wind power potential is huge, up to 600,000 MW. The target by 2030 is for offshore wind power capacity to serve domestic electricity demand to reach about 6,000 MW.

However, up to now, the Plan for implementing the Power Plan VIII (Decision No. 262/QD-TTg dated April 1, 2024) has only allocated offshore wind power development by region: (i) Northern region: 2,500 MW; (ii) Central Central region: 500 MW; (iii) South Central region: 2,000 MW; (iv) Southern region: 1,000 MW. The plan has not identified any specific offshore wind power projects and no projects have been implemented yet.

There is not much time left from now until 2030, so the early implementation of offshore wind power projects is very necessary to ensure the implementation of the targets set out in the Power Plan VIII. The Deputy Prime Minister requested the Ministry of Industry and Trade to urgently coordinate with the Vietnam Oil and Gas Group (PVN) to report and propose to the Prime Minister on the necessary contents and procedures to consider PVN conducting offshore wind power surveys at specific projects according to the Conclusion Notice 412/TB-VPCP of the Government's regular meeting on September 12, 2024, and report to the Prime Minister before October 5, 2024.

At the same time, continue to closely coordinate with relevant ministries and agencies to study and synthesize opinions on difficulties and issues that need to be amended and supplemented by the Electricity Law and other relevant legal provisions to complete the Electricity Law project (amended) or send it to the Ministry of Planning and Investment for synthesis and proposal in the project of a Law amending many laws, submit it to the National Assembly at the 8th session, the 15th National Assembly, October 2024, to consolidate the legal corridor for implementing energy projects, including offshore wind power projects.
