Handing over 5,436 m2 of land to Thach That district to carry out land auction project

Vice Chairman of the City People's Committee Nguyen Trong Dong signed and issued Decision No. 4979/QD-UBND dated September 24, 2024 on the allocation of 5,436 m2 of land in Binh Xa village, Binh Phu commune, Thach That district to the People's Committee of Thach That district (Thach That district land fund development center) to implement the investment project on construction of technical infrastructure for auctioning land use rights in Binh Xa village, Binh Phu commune (Symbol BP01).

Accordingly, 5,426 square meters of land in Binh Phu commune, Thach That district (completed site clearance work as confirmed by Thach That district People's Committee in Document No. 1613/UBND-TNMT dated August 15, 2024) was handed over to Thach That district People's Committee (Thach That district Land Fund Development Center) to implement the project of investing in the construction of technical infrastructure for the land use rights auction area, approved by Thach That district People's Committee in Decision: No. 5450/QD-UBND dated December 9, 2021, No. 1250/QD-UBND dated March 15, 2023, No. 8577/QD-UBND dated December 15, 2023.

The location, boundary, and area of ​​the land are determined in the Master Plan Drawing of the project for the construction of technical infrastructure for the land use rights auction area in Binh Xa village, Binh Phu commune, Thach That district, prepared by Vi Vuong Company Limited, appraised by the Urban Management Department of Thach That district on November 12, 2021, and the Diagram attached to the Minutes of the meeting to check the positioning of boundary markers on the map and in the field on August 10, 2022 of the Department of Natural Resources and Environment.

Of the total area of ​​5,426m2 of land, 2,411.1m2 of residential land is for auction of land use rights. Form of land use: The State allocates land without collecting land use fees (Households and individuals who win the auction of residential land use rights are allocated land by the State with land use fees. Land use term: Long-term); 3,014.9m2 of land for technical infrastructure and trees. Form of land use: The State allocates land without collecting land use fees; Thach That District People's Committee (Thach That District Land Fund Development Center) invests in building technical infrastructure in sync with the general infrastructure of the area according to the approved planning.

The City People's Committee assigned the People's Committee of Thach That district (Thach That district Land Fund Development Center) to contact the Department of Natural Resources and Environment to receive land handover on the field; Organize the construction of technical infrastructure according to the approved investment project to ensure the overall planning, synchronous connection of technical infrastructure and regional infrastructure; Be responsible for the preparation and approval of the Master Plan Drawing to ensure no interlaced land area, economical and effective use of land; Prepare a plan for auctioning land use rights to submit to competent authorities for approval and organize auctions of land use rights in accordance with the order and procedures prescribed by the Land Law 2024, the Law on Property Auction 2016, Decrees, Circulars guiding the implementation and current Regulations of the City on auctions of land use rights to allocate land with land use fees or lease land in Hanoi city to ensure compliance with legal regulations, publicity, transparency and efficiency; Guide the auction winner to fulfill financial obligations, register land use rights, prepare documents to apply for a Construction Permit and a Certificate of Land Use Rights, House Ownership Rights and other assets attached to the land according to regulations. Use the land for the correct purpose, boundary, and area specified above; implement investment projects according to the provisions of law.

The Department of Natural Resources and Environment is responsible for determining boundaries and handing over land on the field to the People's Committee of Thach That district (Land Fund Development Center of Thach That district).

Hanoi Land Registration Office updates land use rights registration, performs change registration procedures, and adjusts land changes into cadastral records according to regulations.
