Assigning the competent authority to invest in the Bac Kan - Cao Bang expressway with a capital of 29,893 billion VND

The People's Committee of Cao Bang province is proposing that the Government consider and decide to assign this province as the investment management agency to implement the investment in the 87.3 km Bac Kan - Cao Bang expressway, with a total investment of VND 29,893 billion.

The Government Office has just issued Official Dispatch No. 6245/VPCP-CN to the Minister of Construction; Chairman of Cao Bang Provincial People's Committee, Chairman of Thai Nguyen Provincial People's Committee conveying the direction of Deputy Prime Minister Tran Hong Ha on assigning management agencies to invest in implementing the Bac Kan - Cao Bang Expressway Project.

According to the Deputy Prime Minister, Clause 1, Article 7 of Decree No. 144/2025/ND-CP dated June 12, 2025 of the Government on decentralization and delegation in the field of state management of the Ministry of Construction stipulates: "The authority to assign national highway routes and sections based on the proposal of the Provincial People's Committee to meet the needs of socio-economic development, ensure national interests, national defense, security, and the ability to allocate local resources as prescribed in Point c, Clause 1, Point c, Clause 2, Article 5, Clause 4, Article 8 of the 2024 Road Law shall be implemented by the Minister of Construction".

At the same time, in Document No. 611/TTg-CN dated May 28, 2025, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Construction on assigning the competent authority to invest in 5 expressways including: Bac Kan - Cao Bang, Tuyen Quang - Ha Giang (phase 2), Vinh - Thanh Thuy, Quang Ngai - Kon Tum , Quy Nhon - Pleiku.

“Therefore, the Ministry of Construction, based on the above regulations and the direction of the Government leaders, in agreement with the People's Committees of Cao Bang and Thai Nguyen provinces, decides, within its authority, to assign the competent authority to implement the Bac Kan - Cao Bang expressway investment project, ensuring the correct order and procedures according to current regulations,” stated Official Dispatch No. 6245/VPCP-CN.

Previously, in Document No. 1868/TTr-UBND, the People's Committee of Cao Bang province proposed that the head of the Government consider and decide to assign the People's Committee of Cao Bang province as the investment management agency to implement the investment in the Bac Kan - Cao Bang expressway, so that Cao Bang province can organize and implement the next steps.

It is known that the Bac Kan - Cao Bang Expressway Construction Investment Project has a starting point (km0+000), connecting with the Cho Moi - Bac Kan Expressway Project in Bac Kan City, Bac Kan Province (now Thai Nguyen Province); the end point (km87+300) connects to the belt road according to the planning of Cao Bang City, Cao Bang Province.

The total length of the route is about 87.3 km, of which the section through Bac Kan province is about 58.75 km long, the section through Cao Bang province is about 28.55 km long. Within the scope of the Project, there is an additional section connecting to Vo Nguyen Giap Street to the center of Cao Bang City, about 1.29 km long, the section connecting to National Highway 3 is about 3.57 km long.

The route is designed according to TCVN 5729:2012 standard, grade 80 highway, design speed 80 km/h, bridge works are designed according to TCVN 11823:2017 standard. Connecting sections are designed according to grade III road standards, TCVN 4054:2005.

In terms of cross-section, the route is invested in building 4 complete expressway lanes with a roadbed width of 22 m, road surface width of 20.5 m; investing in building connecting sections with a roadbed width of 12 m, road surface width of 11 m.

The section passing through Bac Kan province (now Thai Nguyen province) has 2 tunnels with a total length of about 1.12 km; about 44 overpasses and terrain overpasses (total length of about 12.7 km); 9 overpasses; 7 interconnecting grade-separated intersections.

The section passing through Cao Bang province includes about 47 bridges on the main route (total length of about 10.6 km), 6 bridges in intersections and 1 overpass; 1 tunnel at the border of the two provinces (length of about 700 m); 2 interchanges.

The preliminary total investment of the Project is about 29,893.555 billion VND, of which the section through Cao Bang costs about 11,357 billion VND; the section through Bac Kan province (now Thai Nguyen province) costs about 18,535.8 billion VND.
