On the occasion of Professor Tran Thanh Van and Professor Le Kim Ngoc being honored to be President of the French Republic Emmanuel Macron promoted the Legion of Honor to Officer rank. Professor Tran Thanh Van, from Dong Hoi, Quang Binh province, now Quang Tri province, is a world-famous Vietnamese physicist. He is the founder of the international physics conference series Rencontres Moriond, Rencontres Blois, Rencontres du Vietnam and especially the International Center for Interdisciplinary Science and Education (ICISE), Quy Nhon city, Binh Dinh province, now Gia Lai province. Professor Le Kim Ngoc, wife of Professor Tran Thanh Van, is from Vinh Long province and studied at Marie Curie University in Ho Chi Minh City. Graduated with honors in natural sciences from Sorbonne University (France), she was the first person in the world to introduce the concept of "Thin Cell Layer", a revolutionary discovery in plant biotechnology, widely cited in international works. In 2000, Professor Tran Thanh Van was honored to be awarded the Chevalier of the Legion of Honor by the French Republic. In 2012, he was honored to receive the Tate Medal of the American Physical Society - one of the most prestigious awards in the scientific community. In 2016, in Ho Chi Minh City, Professor Le Kim Ngoc was honored to receive the Knight Order of the Legion of Honor from French President François Hollande.
