On September 23, the Ministry of Education and Training issued a circular on the salary payment regime for extra teaching hours (number of teaching hours beyond the assigned quota) for teachers in public schools.
Specifically, all teachers can receive overtime pay without being bound by any conditions. Previously, according to a joint circular of the Ministry of Education and Training, the Ministry of Home Affairs and the Ministry of Finance from 2013, teachers could only receive this amount when the school or department was short of staff, had teachers on sick leave, maternity leave or on business trips.

In addition, the total number of paid extra teaching hours per school year must not exceed 200. If a teacher teaches more than this number due to lack of staff, the principal must report to the competent authority. This point is new compared to the draft in May. At that time, the Ministry did not calculate the number of hours but calculated by hours (150-225 hours per year).
The calculation is as follows:
Salary for a regular teaching period of preschool and primary school teachers = (Total salary for 12 months/standard teaching hours per year) * (Number of teaching weeks/52).
Salary per period of university and college lecturers = (Total salary for 12 months/standard teaching hours per year) * (Standard teaching hours per year calculated according to administrative hours/1760 hours) * (44 weeks/52 weeks).
Salary for one extra teaching period = Salary for one regular teaching period x 150%.
Currently, the average teaching hours for high school teachers are 15-23 periods per week, and for university lecturers it is 210-350 periods per year.
The Ministry said the funding for paying overtime teaching comes from the school’s budget. Schools will pay or advance this money to teachers based on actual conditions on a monthly, semester or yearly basis.
