According to Tuoi Tre Online reporters' investigation at a boarding secondary school for ethnic minorities in the mountainous district of Muong Lat (Thanh Hoa), this school has 14 classes but only one English teacher, so this teacher has to teach 33 classes per week.
Meanwhile, according to regulations of the Ministry of Education and Training , if the school has enough teachers, English teachers only have to teach 17 periods/week.
However, due to a lack of teachers, English teachers at this school are having to teach 16 extra hours per week, an additional 576 hours per school year.
Meanwhile, according to the provisions of Circular 07/2013/TTLT-BGDĐT-BNV-BTC between the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance , the number of extra teaching hours calculated for extra teaching salary must not exceed the number of hours prescribed by labor law, that is, not more than 200 hours/year.
Due to a lack of teachers, many schools in Thanh Hoa have to encourage teachers to try to arrange extra teaching hours to have enough periods and programs for students to learn knowledge and get final grades for the school year.
Ms. Hap Quynh Trang - Head of the Finance and Planning Department of Muong Lat district - said: "In 2024, the province will not allocate the budget to the district according to the staffing quota, but only according to the actual number of staffing, while the district is lacking teachers.
Therefore, the District People's Committee is discussing and finding a plan to arrange funding to pay for extra teaching hours for teachers in semester 2, school year 2023-2024 and semester 1, school year 2024-2025".
In Lang Chanh district, according to information from the district's Finance and Planning Department, the district has not yet balanced the budget to pay for extra teaching hours for teachers in the second semester of the 2023-2024 school year, with a total amount of more than 2.2 billion VND.
Mr. Quach Van Hoan - Head of the Finance and Planning Department of Lang Chanh district - said that the reason the district has not yet paid teachers for extra teaching hours is because the source has not been balanced.
“In 2024, Lang Chanh district was not assigned a budget estimate by the province to pay for extra teaching hours for teachers. Because the province does not base it on the number of teachers assigned to the staff, but only on the actual number of teachers in the district.
The District People's Committee is balancing savings and other legal sources to gradually pay teachers for extra hours," added Mr. Quach Van Hoan.
According to statistics from the Thanh Hoa Department of Education and Training, currently in public kindergartens and schools in this province, there are 8,577 teachers teaching extra hours in the 2023-2024 school year but have not been paid for overtime. The reason is due to lack of funding to pay.
A representative of the Thanh Hoa Department of Education and Training said that implementing Joint Circular No. 07/2013/TTLT has many advantages, with specific regulations on how to calculate and pay teachers for extra teaching hours.
Paying for extra teaching hours has encouraged and motivated teachers to try harder at work, creating conditions to improve their income and living standards.
However, when implementing this circular, there are still difficulties such as: the number of extra teaching hours that are calculated for extra teaching pay cannot exceed 200 hours/year.
In reality, many teachers are having to teach more than 200 hours per year due to a lack of teachers.
8,577 teachers in Thanh Hoa are waiting for authorities to resolve and provide funding to pay for extra teaching hours so that teachers can work with peace of mind.
