“Transportation comes first, paving the way to create leverage to promote socio -economic development, improve people's lives, and aim towards building an advanced new rural commune” – this affirmation by Comrade Pham Anh Duc, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Luong Thinh commune, is not only a guiding principle but has become the "source" for the noticeable changes in this rapidly improving rural area.
In Luong Thinh commune today, winding concrete roads lead to each village and hamlet like silk ribbons. For many years, the local government and people of Luong Thinh have shared the view that developing rural transportation is a "lever" for economic development and expanding trade opportunities. Therefore, the locality has focused on road construction, and to date, 80-90% of the roads in the area have been concreted, mostly with a width of 2-3 meters. As a result, 17 out of 24 villages in the commune have been recognized as model new rural villages, with a bright, green, clean, and beautiful landscape evident throughout the countryside.
With economic development and increasing demand for transportation and goods delivery, the 3-meter-wide road is no longer sufficient. Recognizing this reality, Luong Thinh commune has been flexibly applying the "State 70%, People 30%" mechanism, mobilizing community resources to expand and upgrade inter-village and inter-hamlet roads.
The head of Yen Thinh village, Pham Van Huy, still remembers that before 2020, the village roads were narrow, making it difficult for motorbikes to travel, and people struggled to transport agricultural products to the market. Then, when the road construction campaign was launched, the villagers did not hesitate to donate land, crops, buildings, and contribute their labor and efforts.
"Everyone understands that wider roads lead to better lives. Therefore, even if it means losing our rice paddies and gardens, we are still happy and willing to contribute," Mr. Huy shared.

In a short period of time, the village has paved nearly 4 km of main roads, with a width of 3 meters, allowing small trucks to access every alleyway, facilitating the smooth flow of goods, and significantly improving the lives of the villagers. Now, Yen Thinh village is aiming to further widen the roads to 5-5.5 meters, affirming that this expansion will not only improve the roads but also secure a brighter future for the people here.
Upon arriving at Khang Chinh village, we noticed that the rural road construction movement was also being actively implemented. The head of Khang Chinh village, Ha Van Ve, proudly stated: “In Khang Chinh, donating land for road construction has become a widespread movement. The government provides cement, and the villagers contribute land and labor; everyone is enthusiastic for the common good.”
The 4.5 km long main road, originally 3.5 m wide, is now being expanded to 5-5.5 m. Approximately 20 households have donated nearly 2,000 m² of land, dismantled fences, cut down trees, and demolished outbuildings. Among them, Mr. Dinh Van Tu's family is one of the leading households, donating nearly 100 m² of residential land.
“The road was only 3 meters wide, making it very difficult for cars to pass. With government support and land donations from the people, even if we had to rebuild fences and gates, we are still happy because the road has been opened, making business much easier,” Mr. Tu shared.
In addition to expanding village roads, Luong Thinh commune also focuses on building bridges for local residents to ensure safe and smooth traffic year-round. A series of projects such as the bridge connecting Kim Binh village to Quang Vinh village, the bridge connecting Khang Chinh village to Yen Binh village, and the Kim Binh bridge are currently being invested in with a total budget of over 10 billion VND.
"When roads and bridges are in place, farmers' agricultural products can easily access the market, increasing their value, contributing to higher incomes, and building model new rural communes."
In addition, the commune authorities are actively proposing to the province to repair the roads damaged by landslides after the storms, especially National Highway 37 and inter-commune and inter-village routes, to ensure traffic safety during the rainy season. Key projects such as the Dong Hao - Khe Ca connecting road and the Khe Ngang bridge in Phuong Dao 2 village are also being expedited.

Village meetings now not only discuss production but also provide input, select routes, and supervise construction, demonstrating the spirit of "the people know, the people discuss, the people do, the people inspect." To date, many villages such as Lien Thinh, Phuong Dao 1, Phuong Dao 2, and Luong Tam have registered to implement new road construction with a total length of over 1.6 km.
Chairman of the People's Committee of Pham Anh Duc commune said: "We will continue to propagate and mobilize the people to contribute money, labor, and land to create a foundation for the roads that reflect the will of the Party and the aspirations of the people. With convenient transportation, the lives of the people will surely become more prosperous and happy."
