Permanent Deputy Prime Minister Pham Gia Tuc has just given his opinion on the Cau Gie - Ninh Binh expressway expansion project.
Accordingly, the Deputy Prime Minister agreed with the Ministry of Finance 's proposal to assign VEC as the managing agency for the Cau Gie - Ninh Binh Expressway expansion project in accordance with the law on public investment. VEC is responsible for reviewing and carefully calculating the investment scale and total investment cost, and proactively allocating capital to implement the project.
The central government budget allocated to the project shall not exceed 100 billion VND , ensuring economy, efficiency, and preventing corruption and waste in accordance with the Party's guidelines, the State's laws, and the Prime Minister's directives.
The Ministry of Finance and VEC are fully responsible for the content, information, data, reports, proposals, recommendations, and investment efficiency of the project.
Previously, based on the consolidated opinions of ministries, departments, and localities, on May 5, 2026, in a report to the Prime Minister, the Ministry of Finance stated that assigning VEC as the managing agency to implement the investment in expanding the Cau Gie - Ninh Binh expressway under the Law on Public Investment with a mixed capital structure, including the participation of the state budget in the form of public investment, has a legal basis.
Based on legal regulations and practical considerations, according to the Ministry of Finance, the Cau Gie - Ninh Binh expressway is currently under the management, operation, and toll collection authority of VEC and is not decentralized to local authorities. Continuing to entrust this responsibility to VEC will offer many advantages in implementation, ensuring the conditions for simultaneous operation and expansion.
According to VEC's report, the Cau Gie - Ninh Binh expressway project (phase 1) has been completed and put into full operation since 2012 with a 4-lane road surface; the land clearance area, roadbed, and bridges and culverts along the route have been invested in with a complete 6-lane scale; all land within the land clearance area has been handed over by the state to VEC for investment in the project.
To synchronize with the Phap Van - Cau Gie and Cao Bo - Mai Son routes, based on calculations and forecasts of transportation demand by consultants, VEC proposes expanding the entire Cau Gie - Ninh Binh expressway according to the plan (approximately 50 km) with phased investment: In 2027, complete the expansion to 6 lanes; After 2038, study the expansion of the Cau Gie - Phu Thu section to 10 lanes according to the planned scale.
