Teachers who teach extra hours are paid 1.5 times more than regular teaching hours.

This is a notable content in Circular 21/2025/TT-BGDDT regulating the regime of paying overtime wages to teachers in public educational institutions in the national education system, except for schools of the people's armed forces, recently issued by the Ministry of Education and Training (MOET).

The Circular takes effect from September 23 and replaces regulations that have been in effect for more than a decade.

According to the Circular, each extra teaching period of a teacher is calculated at 1.5 times the salary of a regular teaching period. The total number of paid extra teaching periods is not to exceed 200 periods/school year.

In which, the teaching hour/school year norm is applied to each subject: Preschool, general, regular, and pre-university teachers; vocational education teachers; lecturers of higher education institutions and training and fostering institutions under ministries and ministerial-level agencies... Monthly salary used as the basis for calculating extra teaching hours includes salary according to coefficient (or job position), leadership position allowance (if any), allowances and reserved difference coefficient.

Teachers' overtime pay will be higher than current regulations.

In case of exceeding the limit due to lack of teachers, the educational institution must report in writing to the competent authority. The total number of extra teaching hours of all teachers in a unit must not exceed the prescribed limit, except in special cases.

The specific calculation is as follows:

Salary for a regular teaching period of preschool and primary school teachers = (Total salary for 12 months/standard teaching hours per year) * (Number of teaching weeks/52).

Salary per period of university and college lecturers = (Total salary for 12 months/standard teaching hours per year) * (Standard teaching hours per year calculated according to administrative hours/1760 hours) * (44 weeks/52 weeks).

Salary for one extra teaching period = Salary for one regular teaching period x 150%.

The Circular also clearly states that the payment of overtime pay to teachers is made after the end of the school year. In case a teacher retires, quits, is transferred, the payment of overtime pay is made at the time of the decision on retirement, quits, is transferred, or is transferred by the competent authority.
