Maintain discipline from the inspection stage.

Inspection and supervision work at the grassroots level has shown significant progress, contributing to tightening discipline and maintaining the orderly conduct of the Party. Through concrete actions, many grassroots Party organizations have improved their leadership capacity, reduced violations, and strengthened the trust of cadres, Party members, and the people.

From July 1st, 2025, Hoa Hung commune was established by merging three communes: Hoa Hung, Hoa An, and Hoa Loi. While streamlining the organizational structure has improved management efficiency, it has also created numerous difficulties, particularly in Party building. Some Party branches have experienced personnel changes, with new branch secretaries unfamiliar with the procedures. Managing Party members working away from home remains challenging. Party branch meetings have sometimes been merely ceremonial.

In light of this situation, the Standing Committee of the Hoa Hung Commune Party Committee directed the Party Building Committee to advise on the issuance of guidelines to improve the quality of Party branch meetings. Simultaneously, they assigned members of the Party Committee's Standing Committee and Executive Committee members to directly oversee and attend meetings at the Party branches. This approach not only helped resolve specific difficulties but also contributed to standardizing procedures and gradually bringing Party activities into order.

At the Hoa A Hamlet Party Branch, during the meeting, shortcomings such as improper procedures, incomplete minutes, and lax management of Party members were clearly identified. The Party Branch Secretary, Vo Trung Tinh, frankly acknowledged: “After the merger, the workload increased, and most cadres held multiple positions, so initially there was some confusion, especially in organizing meetings and managing Party members. Thanks to specific inspections and guidance, the Party branch gradually became more organized.”

Recognizing that inspection and supervision are crucial for organizational stability, the commune Party Committee did not wait for violations to occur but proactively established survey teams to work directly with each Party branch. Through this, many shortcomings were clearly identified, such as slow updating of Party member records, lax management of Party members working away from home, and some Party branches not following proper inspection and supervision procedures. Tran Hoang Thach, Chairman of the Hoa Hung Commune Party Committee's Inspection Committee, stated: “We determined that inspection is not for punishment but for prevention, helping the grassroots level to do things correctly from the start. We address shortcomings immediately, preventing them from escalating.”

Through proactive and systematic approaches, inspection and supervision work in Hoa Hung has gradually deepened. The commune Party Committee has developed a comprehensive inspection and supervision program for the entire term, focusing on areas prone to violations such as land, finance, personnel work, and the exemplary conduct of leaders. Supervision activities are regularly maintained at the Party branches with three key monthly focuses: Party members' adherence to regulations; manifestations of moral decay, "self-evolution," and "self-transformation"; and the responsibility of setting a good example. Through this, the Party committee promptly grasps the situation, detects, and corrects errors at the grassroots level.

Furthermore, assigning members of the Party Committee's Inspection Commission to oversee each Party branch helps strengthen local oversight, closely monitor ideological developments, and promptly address any deviations from established norms. The combination of regular inspections and continuous supervision has created a clear transformation in Party building work. These changes are not only felt internally but also by the people. Ms. Doan Thi Kieu Dung, residing in Hoa A hamlet, shared: “Previously, complaints were sometimes resolved slowly. Recently, officials have been visiting the area more often, resolving issues clearly and promptly, so people feel more secure.”

According to Nguyen Thai Dong, Secretary of the Hoa Hung Commune Party Committee, the commune's Party Committee currently has 33 subordinate branches with 780 Party members. This large scale means higher demands in leadership, management, and maintaining discipline and order within the Party. In the coming time, the locality will continue to improve the quality of Party branch meetings, especially thematic meetings, considering this a key step in Party building. “Inspection and supervision are not only regular tasks but also important solutions for building a clean and strong Party Committee. More importantly, inspection and supervision help each cadre and Party member to self-reflect, self-correct, and enhance their sense of responsibility in performing their duties. When discipline and order are maintained and Party branch meetings become more organized, the leadership capacity and fighting strength of the Party organization are enhanced, thereby strengthening the people's trust in the Party at the grassroots level,” Mr. Nguyen Thai Dong said.
