This is an opportunity for the entire Party, people and army to express deep gratitude to those who sacrificed and contributed for the independence and freedom of the Fatherland, and at the same time affirm the morality of "When drinking water, remember its source" and "When eating fruit, remember the person who planted the tree" - a precious tradition of the Vietnamese people.
July 27, 1947, was chosen by President Ho Chi Minh as “National War Invalids Day”. After the country was reunified, this day was officially recognized as “War Invalids and Martyrs Day” - a special anniversary, imbued with humanistic values. 78 years have passed, the morality and responsibility of showing gratitude to those who have contributed to the revolution has become a consistent and continuous policy, a command from the heart of the entire Party, people and army.
The year 2025 marks many important milestones for our country: 50 years of Southern Liberation and National Reunification; 80 years of National Founding; along with strong, comprehensive changes of strategic and epochal significance.
In the context that the whole country is resolutely innovating, streamlining the apparatus, rearranging administrative units, building a two-level local government model, social security policies, especially for those with meritorious services, are always identified by the Party and State as the top priority task. The 78th anniversary of War Invalids and Martyrs Day this year is therefore imbued with humanistic meaning, deeply demonstrating the morality of "When drinking water, remember its source" of our nation.
From 2024 to present, more than 7,000 backlog cases have been resolved, including more than 2,400 martyrs and more than 2,700 war invalids and people enjoying policies like war invalids recognized by the Prime Minister . The preferential subsidy standard in 2025 increased by more than 70% compared to 2021, contributing to improving the lives of people with meritorious services.
In the past two years, the country has built and repaired more than 41,800 houses for people with meritorious services, using nearly VND 1,970 billion from the state budget and socialized sources. In July this year, about 34,000 houses for people with meritorious services were built and repaired, three months ahead of schedule.
To date, more than 9.2 million meritorious people have enjoyed preferential treatment. The material and spiritual life of meritorious people and their relatives has improved significantly; more than 98.6% of meritorious people's households have a standard of living equal to or higher than the average in their place of residence. This result vividly demonstrates the concretization of the Party's policy through State policy and the joint efforts of the whole society.
At the 2025 Conference to Meet People with Merits and Historical Witnesses, General Secretary To Lam emphasized: The foundation, potential, position and international prestige of our country today are the result of the crystallization of thousands of years of civilization, forged from the tradition of patriotism, the spirit of great solidarity and the aspiration for independence and freedom of the Vietnamese people. In particular, it is a great achievement after 95 years under the wise leadership of the Communist Party of Vietnam, 80 years of building and developing the Socialist Republic of Vietnam, 40 years of steadfastness on the path of comprehensive innovation. That achievement is thanks to the tireless dedication and great sacrifices of generations of cadres, party members and millions of people throughout the revolutionary periods.
With great responsibility and deep affection, our Party, State and people vow to continue to take good care to ease the pain, so that the material and spiritual life of those with meritorious services can be better.
Today's generation carries within itself the flame of passed down ideals, needs to strive to live, work and devote themselves to every position, fully perform public service responsibilities and civic duties, for the benefit of the nation, people, for the prosperous and civilized development of the country.
The country is changing in a new era. This vivid reality requires a renewed development mindset, the liberation of national potential to the fullest extent, the elimination of obstacles, with the spirit of serving the Fatherland and the people. Building a strong country, a peaceful society, a prosperous and civilized life - that is the most practical gratitude for those who have fallen and generations of meritorious people, those who have carried a burning desire for a bright future for the Vietnamese people all their lives.
