High efficiency in crop production value
According to the roadmap and specific goals by 2030, the province's agricultural sector will have an average growth rate of 2.2 - 2.5% per year in crop production value; and an average growth rate of 8-10% per year in crop product processing industry.
Ensure proactive irrigation of over 90% of land area specialized in rice cultivation; 70% of upland crop area is irrigated, of which at least 35% of irrigated area applies advanced, water-saving irrigation methods.
The rate of production area using good agricultural practices (VietGAP and equivalent...) is 5 - 10%, organic cultivation (193 - 375 ha); the rate of value of crop products produced under cooperation and association forms reaches 20 - 30%.
By 2030, the average product value obtained per hectare of cultivated land will reach over 150 million VND/ha/year.
Accordingly, with a vision to 2050, the province's agricultural sector will strive to develop the crop sector into a modern technical economic sector among the leading groups in the Southeast region and the whole country. Crop products are produced according to high-tech agriculture, organic agriculture, food safety and environmental friendliness.
The general orientation is to develop crop cultivation in a circular, low-carbon, environmentally friendly direction; to direct crop production towards a circular economic model, the output of one sub-sector becomes the quality input of another sub-sector in order to exploit and use resources effectively, limit waste, reduce production costs, and improve product competitiveness.
Developing concentrated commodity production areas associated with infrastructure construction, logistics services and trade promotion; developing forms of cooperation and production linkages on the basis of contracts to create favorable conditions for granting quality certification and traceability, improving production and business efficiency, ensuring harmonious interests among participating parties; developing key commodity chains.
Apply synchronous mechanization from production to harvesting, preservation and processing according to the value chain, first of all for key products in concentrated, large-scale production areas; form and develop industrial clusters and support services for production and business development in a number of concentrated production areas to improve the economic and commercial efficiency of agricultural products; develop and apply post-harvest preservation technology to reduce agricultural product losses in terms of quantity, quality and increase value, especially cold storage technology.
Developing domestic and foreign markets ensures stability and increases the value of agricultural products; building and developing brands for some key agricultural products with advantages and differences.
Ensuring national food security
Regarding the development orientation of some major crops in the province, the plan of the Provincial People's Committee requires the development of rice production in the concentrated planning area with synchronous investment in transport infrastructure, irrigation, and logistics. Maintain a stable area of about 40 thousand hectares of rice land, of which 27 thousand hectares of specialized rice land, with an output of over 720 thousand tons of rice, ensuring national food security, meeting the needs of consumption, processing, storage and export. Of which, specialty and high-quality rice accounts for 70 - 80%.
For vegetables, on the basis of promoting advantages in land, water resources, and climate to increase acreage and diversify varieties and seasons to meet the rapidly increasing domestic and export consumption demand. Building chains linking production with processing and consumption of vegetables in localities and regions with large vegetable output; developing safe vegetable production areas, focusing on ensuring traceability. Vegetable production focuses on improving quality, applying high technology, producing according to good agricultural practices (VietGAP), and organic to improve product quality and value.
For corn products, encourage the development of corn biomass for animal feed, food corn for fresh consumption and processing markets. Synchronously implement solutions to reduce product costs and improve competitiveness such as using hybrid varieties with high yield, high quality, insect resistance, drought and waterlogging resistance, varieties with high protein content and large biomass for animal feed production.
Encourage businesses, especially animal feed production businesses, to cooperate with farmers and production cooperatives to purchase fresh corn in concentrated production areas to dry it to standard humidity and improve product quality; at the same time, encourage businesses, organizations, cooperatives and individuals to invest in drying systems and provide corn drying services for farmers in concentrated production areas.
Maintain stability of about 60,000 hectares of cassava in the whole province
For cassava alone, the action plan for crop development sets a target of stabilizing the cassava growing area at about 60,000 hectares, focusing on intensive cultivation to increase productivity and output to ensure raw material sources for starch processing factories, animal feed processing factories and other needs.
Create close links between raw material production areas and processing factories, creating a balance between production and processing; promote innovation in processing technology, production in a circular direction; diversify deeply processed products from cassava flour, products serving industry, pharmaceuticals...
For the province's key crops such as sugarcane, the Provincial People's Committee requires maintaining the sugarcane growing area of about 7,000 hectares, with an output of 595,000 tons to ensure raw material areas for processing factories; increasing the application of synchronous mechanization from production to harvesting to reduce production costs; coordinating with research agencies to evaluate and select new sugarcane varieties with high productivity and resistance to pests and diseases; encouraging processing factories to innovate processing technology, produce in a circular direction; diversify processed products.
Rubber trees, encourage businesses in the province to promote investment in deep processing technology to increase the export value of rubber products; organize rubber production according to the large-scale plantation model, build a rubber variety structure suitable for each ecological region, apply intercropping techniques, cultivation techniques, and rubber latex harvesting techniques to reduce costs, contributing to increasing income for producers.
Fruit trees, reorganize production, form concentrated key fruit tree production areas based on promoting the potential and advantages of ecological regions, associated with the development of processing factories and consumption markets; prioritize the development of some advantageous fruit trees with consumption markets such as: banana, durian, longan, mango, pineapple...
Promote the development of safe fruit growing areas certified by VietGAP, GlobalGAP... and granted growing area codes; synchronously apply scientific and technological advances in production and product preservation.
Orientation for development of high-tech agricultural zones
Continue to strongly develop the province's key crops and fruit trees. Build logistics and agricultural processing centers to serve the province and neighboring provinces in the region.
Continue to focus on promoting the development of growing areas with the potential to develop into high-tech agricultural areas according to provincial regulations.
Each certified high-tech agricultural growing area forms at least one linkage and product consumption chain, contributing to increasing the value ratio of agricultural, forestry and fishery products produced under cooperation and linkage forms to over 25% by 2025 and 35% by 2030.
The area of high-tech agricultural production achieves product value per hectare of production from 150 million VND in 2025 and 180 million VND in 2030.
