Maintain and ensure that grassroots healthcare operates smoothly

Since the beginning of July, after the merger, health service facilities in Tuyen Quang province have remained stable. Health stations are in charge of providing primary health care for the people. The Tuyen Quang health sector is making efforts to maintain the grassroots level, ensuring that people can receive convenient medical examination and treatment without having to travel far.

According to the Project to establish the Health Department of Tuyen Quang province based on the merger of the Health Departments of Tuyen Quang and Ha Giang provinces, the health sector's activities after the merger will remain stable, without any organizational disruption. The goal is to ensure that medical examination, treatment and health care for the people are not interrupted.

Lung Cu Commune, Tuyen Quang Province was merged from three communes of Ha Giang Province, namely Lung Cu, Ma Le and Lung Tao, with nearly 4,000 households and more than 15,000 people. Of which, the H'Mong ethnic group accounts for more than 70%. The area is large, with difficult traffic, especially during the rainy season. Faced with this situation, the provincial health sector flexibly kept three health stations at the old location, helping people conveniently access health services.

Bachelor of Nursing Nguyen Duy Dong, Head of Lung Cu Commune Health Station, said: "Maintaining all three health stations is necessary to ensure that people do not have interruptions in health care, especially children, pregnant women, and the elderly."

The need for medical examination, treatment, vaccination, disease prevention, reproductive health care... requires care, closeness, and timeliness. Therefore, retaining old health stations demonstrates the spirit of putting people at the center of health policy planning, especially in mountainous and border areas.

Ms. Long Thi Huong, Quang Ha village, Quang Nguyen commune, said that the current medical stations need to add more doctors. For common illnesses, people will be examined and get medicine at the station, without having to go to a distant hospital. This is also the wish of people living in mountainous communes with difficult travel conditions.

The role of health stations is very important in primary health care, not only for people in remote communes but also in central communes and wards with developed economies and convenient transport infrastructure. Ms. Ha Thi Phuong, Nhung Dam village, Yen Son commune shared: “I have high blood pressure and diabetes, and I have to go to the commune health station every month to get regular medicine. My house is more than 1 km from the health station, so it is very convenient. If the station stops operating, I will have to go to a medical center or hospital further away, while I am old and have difficulty traveling.”

Commune health stations are not only places for first aid and initial examination, but also points for regular drug distribution, expanded vaccination, reproductive health care, preventive health communication, etc. This is also the line closest to the people, contributing to reducing the burden on the upper level and improving the effectiveness of universal health coverage. The provincial health sector needs to continue to upgrade, invest in human resources and equipment, and increasingly better meet the needs of the people.

Tuyen Quang province has 104 commune and ward health stations and 22 regional polyclinics. However, about 20% of communes do not have doctors working regularly at the health stations. Faced with this situation, the provincial health sector has implemented solutions: Mobilizing doctors from other centers or health stations to support, on average two days a week. This solution ensures regular medical examination, prescription, and medication dispensing according to regulations.

Dr. Nguyen Thanh Hung, Director of the Tuyen Quang Provincial Department of Health, said that maintaining and strengthening the operation of health stations after the merger is an important policy of the Ministry of Health and localities. The goal is to ensure that all people have convenient access to health care. Merging communes will partly solve the shortage of doctors. In the coming time, the provincial health sector will review the current situation of each locality, advise competent authorities to supplement human resources, and invest in infrastructure suitable for the locality. The goal is that all people in remote areas will receive full and timely health care, and will not be affected by any changes after the merger.
