Help poor students continue their dreams

QTO - The credit program for students was established in 2007 under Decision 157/2007/QD-TTg of the Prime Minister. After 18 years of implementation, the program has become a valuable companion, helping many generations of poor students in Quang Tri province to continue their dream of going to school.

"Lifebuoy" for students

Vo Dinh Phuoc (born in 2003) is the eldest of four brothers in Vinh Dinh commune. Due to difficult circumstances, his parents worked many different jobs at the same time but the family was always in poverty, having to worry about tomorrow's meal. Understanding the hardship, all four Phuoc brothers always encouraged each other to study hard.

In 2021, Phuoc passed the entrance exam to the University of Agriculture and Forestry, Hue University, to the excitement of his family. To have money for their child to go to school, his parents tried to borrow money everywhere and were lucky to know about the credit source for students of the Social Policy Bank (CSXH). Through the guidance and support of bank staff, Phuoc was supported to borrow a total of 125 million VND for 5 years of study. This amount of money helps him pay tuition and cover other living expenses.

In 2024, Phuoc's younger brother, Vo Dinh Phuong (born in 2006), passed the entrance exam to the University of Agriculture and Forestry, Hue University and continued to receive preferential loans for students. "We are truly grateful for the humane policies of the Party and the Government . The preferential loan is like a lifeline, helping my whole family not to worry about not having enough money for tuition fees. In the future, when my third younger brother passes the university entrance exam, my parents will apply for a loan from the preferential student program so that we can fulfill our dreams," Phuoc confided.

Studying at university for a better future is the biggest goal that Hoang Van Phuc (born in 2006), in Ninh Chau commune, has been striving to pursue for the past 12 years. However, when she heard that he had passed the entrance exam to Da Nang University of Technology with a total score of 29.5, his mother, Hoang Thi Lieng, could not hold back her tears. Along with her pride in her son's diligence and good study, she was also worried about the "huge" tuition fee that she would have to pay for her son in the next 5 years.

Mrs. Lieng did not have a stable job, when she thought she was at a dead end, Phuc and her mother were able to access the policy credit program for students. Under the guidance of the staff of the Quang Ninh Social Policy Bank, Phuc was able to borrow 40 million VND for the first installment.

Director of the Transaction Office of the Bank for Social Policies of Quang Ninh, Nguyen Tuan Ngoc, said: Not only the case of Phuc and her mother, but over the past years, dozens of customers have been supported to access the preferential program for students. Up to now, in the area managed by the office, there are 440 customers with outstanding debts with a total amount of over 31.5 billion VND.

Humane credit program

Implemented since 2007, the credit program for students is considered a humane program, reducing the burden of tuition fees for poor students. In Quang Tri, thanks to the flexible and proactive approach of the Provincial Social Policy Bank, this source of capital has become a companion, supporting students with difficult circumstances, giving them better conditions to study at university, college and vocational school, helping them pursue their dreams of studying.

According to information from the provincial Social Policy Bank, to date, the program has disbursed nearly VND547.2 billion, supporting 8,087 customers. These figures not only demonstrate the effectiveness of the program, but are also evidence of the deep concern of the Party and State for the young generation.

In recent times, in order to facilitate students to quickly access loans, especially in the context of the establishment of a two-level local government, the Provincial Social Policy Bank has promoted propaganda work, implemented many measures to improve the quality of operations of savings and loan groups, and entrusted activities with socio-political organizations at the commune level...

At the same time, promptly and seriously implement the Prime Minister's direction on organizing debt collection and monthly interest collection at transaction points for households with conditions, voluntarily repaying principal and interest in advance, helping people to transact conveniently, quickly, saving time and costs. Preferential loans for students are always guaranteed, meeting the needs of borrowers.

From this source of capital, many poor households, families with preferential policies, and households with difficult circumstances with children going to school can reduce the burden of expenses at the beginning of the new school year, avoiding borrowing from "black credit". Thereby, it also encourages the movement of studying and starting a business for young people, helping them have stable job opportunities in the future.

Speaking to reporters, Director of the Department of Education and Training of Quang Tri, Le Thi Huong, said: “The preferential capital is a great source of encouragement both materially and spiritually, helping students, especially those in remote areas where economic conditions are very limited, to reach their dream of university and college.

Thanks to that, students have the opportunity to access knowledge, develop themselves and become high-quality human resources, contributing to the development of their homeland in the future. In the coming time, we will continue to closely coordinate with the Provincial Social Policy Bank and related departments to promote propaganda and effectively implement this program, ensuring that all disadvantaged students have timely access to preferential capital. Hopefully, no young person will have to give up their dream of studying just because of economic reasons."
