Avoid missing or losing assets

In order to ensure the work of reviewing, arranging, organizing, and handling headquarters and public assets when rearranging administrative units to ensure efficiency, transparency, sustainability, and avoid loss and waste of assets, the City People's Committee requests directors, heads of departments, branches, and units under the city and chairmen of the People's Committees of wards and communes to continue to thoroughly grasp and direct the full, serious, and urgent implementation of the Central and City's instructions on decentralization and assignment of state management authority in the field of management and use of public assets, and management of public assets in the process of streamlining the apparatus and rearranging administrative units.

Review and inventory the assets of district and commune-level administrative units (before the reorganization) that have been handed over to agencies, organizations and units under their management when reorganizing commune-level administrative units. The review and inventory are carried out in combination with the results of the general inventory of public assets according to regulations to avoid omissions and loss of assets when reorganizing administrative units.

At the same time, direct agencies, organizations and units assigned to manage public assets under their management to promptly carry out registration procedures, complete ownership and use rights of assets in accordance with legal regulations; carry out accounting, management and use of assets in accordance with legal regulations; review, issue new, amend, supplement and replace regulations on management and use of public assets at agencies, organizations and units to suit the new functions, tasks and organizational model.

The People's Committees of communes and wards shall proactively arrange and regulate houses and land within the commune level to ensure working offices for agencies, organizations and units under their management during the process of reorganizing administrative units; have plans to manage, arrange and immediately handle working offices (and other houses and land) that are not used or used ineffectively according to the schedule and direction of the City People's Committee.

In case after arranging and harmonizing assets between agencies, organizations and units, there is still a lack of assets or existing assets do not meet the requirements for performing tasks, additional purchases shall be made according to standards and norms issued by competent authorities, and old facilities shall be repaired, renovated and upgraded to ensure facilities for performing tasks. In particular, priority shall be given to ensuring headquarters, machinery, equipment, transmission lines and other assets for public administrative service centers or public administrative service points in the current period to meet the requirements of providing public services and handling administrative procedures for businesses and people, without interruption; at the same time, attention shall be paid to facilities and conditions for preserving records and archives, avoiding termites and mold that affect the quality of records and documents, etc.

Completely handle surplus houses and land after arrangement

In order to continue to promptly and thoroughly handle surplus houses and land after the administrative unit rearrangement, the People's Committees of communes and wards are responsible for focusing on directing agencies, units and organizations under their management to promptly develop plans to handle and exploit surplus headquarters based on the forms of handling and exploiting assets according to regulations, report to competent authorities for consideration and decision on handling and exploiting each specific house and land; on that basis, organize handling in accordance with the deadline and regulations of law.

The City People's Committee assigned the City Inspectorate and the Department of Finance, according to their functions and tasks, to strengthen the inspection and examination of the arrangement, organization and handling of headquarters and public assets of agencies, units and organizations under the management of the city; departments, branches and units under the city and People's Committees of communes and wards to proactively self-inspect the arrangement, organization and handling of headquarters and public assets of agencies, units and organizations under their management; propose to handle the responsibilities of collectives and individuals who are slow or do not comply with the provisions of law.

For housing and land facilities that have been arranged and reorganized to serve as working offices and public service facilities, but after a period of operation, problems arise, the People's Committees of communes and wards shall continue to arrange and reorganize to ensure working conditions for cadres, civil servants, public employees and workers according to the provisions of law; at the same time, best meet the needs of providing public services and handling administrative procedures for people and businesses.

Review all management and use of public assets at agencies, organizations and units under management after restructuring and streamlining the apparatus and administrative units; in cases of lending, trading, leasing, joint ventures and associations that are not in accordance with the law, immediately stop the improper use, and at the same time rectify and handle the responsibilities of collectives and individuals involved in the improper use of public assets.

The Department of Finance monitors, urges, inspects, and supervises the arrangement and handling of headquarters and surplus public assets after the arrangement of administrative units at departments, branches, sectors, and units under the city and the People's Committees of communes and wards; updates difficulties and problems arising during the implementation process to promptly guide and handle them according to authority or report to competent authorities for consideration and direction.
