Low capital disbursement
In 2025, the Provincial Traffic Project Management Board has a public investment plan of VND 22,718 billion 246 million, of which the central budget capital is VND 5,609 billion 111 million, implementing 3 projects; the local budget capital is VND 17,109 billion 135 million including 40 projects. The public investment plan for 2024 transferred to 2025 is VND 462 billion 198 million, implementing 2 projects. However, as of April 28, the payment of the 2025 public investment plan only reached 1.87% of the assigned plan, the disbursed capital was VND 411 billion 848 million, only reaching 1.81% of the plan. Mr. Tran Hung Viet, Director of the Provincial Traffic Project Management Board, said that the Board's public investment capital plan for 2025 is very large, of which capital for site clearance accounts for over 80%.
Specifically, the component project 1 of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section through Binh Duong has a planned capital of VND8,000 billion in 2025 (including central capital of VND4,000 billion and local capital of VND4,000 billion); as of April 28, only VND3 billion 085 million has been disbursed. The component project 1 of the Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge to Saigon River has a planned capital of VND6,447 billion 150 million in 2025, but as of April 28, it has not been disbursed. Component project 6 - compensation, support and resettlement of Ho Chi Minh City Ring Road 3 through Binh Duong has a planned capital of VND 2,829 billion 520 million in 2025 (of which central capital is VND 1,000 billion, local capital is VND 1,829 billion 520 million). As of April 28, only VND 184 billion 687 million had been disbursed, reaching 6.52% of the plan.
For newly started and invested projects, such as the component project 5 of Ho Chi Minh City Ring Road 3 through Binh Duong (including Tan Van intersection and Binh Goi bridge) with a planned capital of VND 2,213 billion 604 million in 2025, as of April 28, only VND 148 billion 962 million had been disbursed, reaching 6.72% of the plan. The project to upgrade and expand DT748 road from the Phu Thu intersection to the Northern Ring Road of My Phuoc town (Ben Cat city) with a planned capital of VND 1,372 billion 905 million in 2025, as of April 28, had not been disbursed. The project to build a drainage system on DT744 road through Phu An commune, An Tay ward, Ben Cat city has a planned capital of 440 billion VND in 2025. By April 28, 37.4 billion VND had been disbursed, reaching 8.5% of the plan.
Explaining the reasons for difficulties and obstacles affecting the progress of public investment disbursement, Mr. Tran Hung Viet said that many projects are currently being implemented with compensation and site clearance work, specifically the selection of consultants to determine land prices, the procedure for approving compensation unit prices is prolonged, and people have not agreed with the compensation and resettlement plan... For newly started projects, the work of organizing the appraisal of construction drawing design documents, estimates including adjustment documents and submitting for appraisal and approval of contractor selection plans is still slow. For investment projects, although the site is available, the discontinuous handover of the site also affects the construction progress. On the other hand, some projects have had implementation volume but have not completed the acceptance and payment documents for capital disbursement.
Resolutely work on site clearance
Providing solutions to remove difficulties and obstacles, Mr. Tran Hung Viet said that at this time, localities need to focus on implementing land acquisition and compensation work. Specifically, localities need to complete land valuation and approve land compensation prices in May 2025 for 3 projects: Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, Ho Chi Minh City Ring Road 4 section through the province, Thu Bien - Dat Cuoc road to ensure the time to implement the next steps. In addition, localities need to strengthen the preparation of land acquisition records, issue compensation plans and land acquisition decisions for projects in accordance with the direction of the Provincial Party Committee and the Provincial People's Committee. Particularly, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project will focus on implementing land acquisition and compensation to be completed in June 2025.
At the same time, localities urgently reviewed and prepared land recovery dossiers to hand over other land plots (public land, public utility land, etc.) in advance. Land fund development centers proactively integrated related procedural steps to speed up the progress of preparing, appraising and approving compensation plans according to the direction of the Provincial People's Committee, such as pre-pricing and posting the plan immediately after the price appraisal council approved it.
Mr. Tran Hung Viet, Director of the Provincial Traffic Project Management Board: With a very large amount of allocated capital, of which the capital for site clearance accounts for over 80%, if localities do not approve the compensation unit price for site clearance in May 2025, the public investment projects of the Provincial Traffic Project Management Board will greatly affect the results of public investment disbursement in 2025 of the province. |
