Urgency in forest fire prevention and fighting

(Baohatinh.vn) - The Chairman of the People's Committee of Ha Tinh province requested localities to seriously implement their responsibilities in state management of local forestry; strengthen inspection and supervision of forest fire prevention and control work in the area.

The Provincial People's Committee has just issued a document directing the strengthening of urgent solutions in forest fire prevention and fighting.

To continue to proactively and promptly implement urgent solutions on forest fire prevention and fighting (PCCCR) in the province, especially in the transition period and new activities of commune-level authorities, the Chairman of the Provincial People's Committee requested localities and units to focus on implementing their tasks well.

Recently, local forest rangers have coordinated with forest owners to organize many campaigns to clear vegetation and build firebreaks.

Accordingly, the People's Committees of wards and communes with forests shall immediately review and assign tasks and management areas to commune-level officials and civil servants; review, consolidate and perfect management relationships and coordination relationships with relevant agencies and functional forces in the area to carry out state management of natural resources and forestry.

Strictly implement the responsibility of state management of forestry in the locality; strengthen inspection and supervision of forest fire prevention and control work in the area, considering this a key and continuous task during the peak of hot weather when forest fires are likely to occur; promptly detect and strictly handle violations.

Direct forest owners in the area to review the PCCCR plan to supplement and adjust PCCCR solutions to ensure they are consistent with the actual situation in the locality; inspect and review the forest area that has not been assigned or leased and is currently managed by the People's Committee at the commune level to develop PCCCR plans that are consistent with reality and effectively implement them.

Establish commune-level forest fire fighting teams and shock units; review and purchase tools, equipment and facilities for fire prevention and fighting to ensure "4 on-site" readiness to promptly participate in extinguishing fires when they first arise, preventing forest fires from spreading widely.

Organize forces to be on duty to detect forest fires early at watchtowers, camera surveillance points... ensuring 24/7 coverage during peak hot weather; arrange checkpoints, patrols, and control people entering and leaving key forest areas prone to fires.

Propaganda andeducation to raise awareness and responsibility of all people in forest protection and fire prevention; update and provide information on daily forest fire warning levels and prohibited acts of using fire in and around forests (treating vegetation with fire, burning bees, burning votive paper in cemetery areas, burning rice field edges...) during peak hot weather, forest fire forecast levels from level IV - level V, so that all people know and take precautions.

During and after forest fires, the commune police must be directed to preside over and coordinate with relevant agencies and forest owners to investigate and clearly identify the cause and perpetrators of forest fires for strict handling according to the law.

Develop regulations on coordination of mobilization of forces, means and equipment to participate in forest fire fighting in the area to effectively organize implementation according to Clause 1, Article 10 of Circular No. 16/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment regulating the decentralization, decentralization, and assignment of state management authority and some contents in the field of forestry and forest protection.

Forest owners shall inspect and review the 2025 forest fire prevention and control plan to promptly supplement and adjust solutions to ensure that they are suitable for specific conditions in the locality and unit, and effectively implement them. Arrange 24/7 guards to detect forest fires early at guard posts, watchtowers, and camera surveillance posts; set up checkpoints to control people entering and leaving key forest areas prone to fires during peak hot weather; proactively "on-site" to be ready to participate in extinguishing fires as soon as they arise, preventing large-scale fires from occurring; coordinate with relevant agencies to investigate and verify the cause and perpetrators of the fires to strictly handle them according to the law.

The Department of Agriculture and Environment monitors, urges, guides, directs, and inspects local authorities and forest owners in organizing the implementation of forest fire prevention and control work; synthesizes the results of deployment, implementation, and existing problems and difficulties in the whole province to proactively handle them according to authority, and promptly advises on matters under the authority of the Provincial People's Committee.

At the same time, direct the forest rangers to monitor and receive information on forest fire forecasts and warnings from the Forestry Department and Forest Rangers; weather developments in the province to forecast and warn of forest fires daily and coordinate with Ha Tinh Newspaper, People's Committees of wards, communes and related units to provide information on forest fire forecasts when forecasting from level IV to level V.

Strengthen the force to closely follow the grassroots, guide and support localities to continue to effectively implement forest fire prevention and control work in wards and communes. Advise the Provincial People's Committee to mobilize forces, means and equipment to respond to forest fires when necessary; at the same time, guide the People's Committees of wards and communes to develop and sign regulations on coordination in mobilizing forces, means and equipment to participate in forest fire prevention and control in wards and communes according to Clause 1, Article 10 of Circular No. 16/2025/TT-BNNMT dated June 19, 2025 of the Ministry of Agriculture and Environment.

The Provincial Police and the Provincial Military Command direct their subordinate units to review and proactively develop plans to provide the highest possible support for forest fire fighting in the stationed areas; be ready to mobilize forces, vehicles, and equipment to participate in forest fire fighting when the Provincial People's Committee mobilizes and have plans to support wards and communes in forest fire fighting when proposed by the Chairmen of the People's Committees of wards and communes.

The provincial police directed its departments and affiliated units to preside over and coordinate with local authorities, forest rangers, and forest owners to investigate the cause and perpetrators of forest fires for strict handling in accordance with the law.

The provincial Hydrometeorological Station promptly forecasts and provides information on hot and dry weather, extreme weather phenomena to the Forest Protection Department, localities, relevant agencies and people to serve the work of forest fire prevention and control.

The Department of Culture, Sports and Tourism and Ha Tinh Newspaper shall strengthen communication and dissemination of laws, raise awareness of cadres, party members and people on forest fire prevention and control; promptly inform and warn of forest fire forecast levels (when the forecast level reaches level IV and level V) on mass media so that people know how to comply, be proactive and take preventive measures.
