The Tam Giang Bridge, connecting Nui Thanh town with Tam Giang commune, has a construction and land clearance budget of 150 billion VND, with construction starting in 2017 and expected to be completed in July 2018.

The project's completion date has been adjusted several times, most recently on December 31, 2021, when Nui Thanh District extended the project's implementation period until the end of 2023. However, although the bridge has been completed, there is still no land available for the construction of the access roads, so the project remains inactive.

According to our findings, the People's Committee of Nui Thanh District has approved 13 compensation and resettlement support plans for households in Tam Giang commune affected by the project, with a total approved budget of over 24.5 billion VND.

The People's Committee of Tam Giang commune, in coordination with the Land Development Center and the Project Management Board of Nui Thanh district, invited and encouraged households to accept compensation and hand over the land for the project's construction, but many households have not yet agreed.

For example, Ms. Luong Thi Tinh's household refused to accept the compensation money and did not hand over the land, citing low compensation rates and demanding compensation for the land located within the traffic corridor.

For households subject to resettlement, they are requesting that the state agency commit to a timeframe for issuing land use right certificates for the allocated plots in the resettlement area of ​​Block 2 in the newly handed-over Nui Thanh town.

According to Mr. Pham Van Chau, Chairman of the Tam Giang Commune People's Committee, after persistent efforts, most households in the area have received compensation, handed over the land, and the authorities are now proceeding with the steps to build the access road to the Tam Giang bridge.

The People's Committee of Nui Thanh District has requested that the commune authorities and relevant district agencies complete land acquisition procedures this July to expedite the construction of the access road. If households do not agree to hand over the land, forced land acquisition will be carried out.

"There are still 4 households, including one that has received compensation and agreed to resettlement, but is demanding additional compensation for the land located within the traffic corridor."

"We and the relevant authorities continue to explain and persuade. With the above efforts, we expect to complete the handover of the construction site for the Tam Giang bridge access road this July," Mr. Chau said.

Mr. Nguyen Quang Thanh, Director of the Nui Thanh District Project Management Board, said that the bridge section has been completed, but the approach roads are currently undergoing earth embankment and load testing, awaiting technical settlement. This technical settlement process takes about 7 months and is now nearing completion. Regarding land acquisition issues, these have been largely resolved.

"By the end of July, after the settlement of the two access roads to the bridge is complete, we will resume construction to finish the project as soon as possible, connect it to the bridge, and put the project into operation," Mr. Thanh said.
