According to Power Plan VIII, Ninh Thuan has 22 renewable energy projects, including wind power, solar power, pumped storage hydropower and LNG power.
Of these, 8 projects are under implementation with a total capacity of 2,677 MW, while the remaining 14 projects with a total capacity of more than 2,000 MW are in the process of selecting investors.
Many renewable energy projects are stuck in price mechanisms.
On May 22, Mr. Ho Xuan Ninh - Director of Ninh Thuan Department of Industry and Trade - said that he had just sent a document to the Provincial People's Committee reporting on the implementation of electricity business projects under the VIII Electricity Plan and the results of reviewing projects according to the adjustment of the VIII Electricity Plan.
According to the Department of Industry and Trade of Ninh Thuan, many large-scale projects are currently facing problems with pricing mechanisms, administrative procedures and site clearance.
Specifically, the Bac Ai pumped storage hydropower project has a capacity of up to 1,200 MW, with a total investment of more than 21,000 billion VND, but is "stuck" due to the lack of agreement on land price coefficients and compensation plans for households, most of whom are Raglai ethnic people.
As for the Phuoc Hoa pumped storage hydropower project, although there is a price framework mechanism, the Ministry of Industry and Trade 's delay in issuing it has also significantly affected investors in calculating feasibility and mobilizing capital for implementation.
A similar situation occurred at the Phuoc Huu Wind Power Plant project, when the 2025 wind power price framework had not yet been issued by the Ministry of Industry and Trade, making it impossible for investors to complete technical documents and financial plans.
Meanwhile, some projects such as Vietnam Power No. 1 wind power plant are delayed due to overlapping planning with the seafood processing industrial cluster, or lack of coordination from relevant units in granting environmental licenses and adjusting land use scale.
Removing "bottlenecks" to develop energy
Mr. Ho Xuan Ninh said that based on the above reality, the unit has proposed that the Provincial People's Committee direct departments and branches to closely coordinate, shorten the time for processing internal procedures, and ensure the progress of starting and completing key projects.

Recently, at the meeting on the implementation of Power Plan VIII, Mr. Trinh Minh Hoang - Vice Chairman of Ninh Thuan Provincial People's Committee - also directed relevant departments and localities to remove difficulties and speed up the implementation of renewable energy projects.
Especially projects with land acquisition problems such as Bac Ai pumped storage hydropower plant and Vietnam Power No. 1 wind power plant project.
Ninh Thuan will also continue to propose that the Ministry of Industry and Trade soon issue a price framework for wind power projects in 2025. Regarding the existing electricity price issue for pumped storage hydropower projects, the province requests investors to promptly implement the project according to the set schedule.
At the same time, for projects that have not yet selected investors, Ninh Thuan will also create all conditions and shorten the time to resolve internal procedures to establish bidding procedures to select suitable and capable investors, contributing to the goal of sustainable development and ensuring national energy security.
