Criteria for selecting General Secretary, President, Prime Minister, and National Assembly Chairman

(Dan Tri) - The General Secretary, President, Prime Minister, Chairman of the National Assembly and Standing Member of the Secretariat, in addition to ensuring 6 general standards for leaders and managers at all levels, must also meet many other specific standards.

Standing member of the Secretariat Tran Cam Tu, on behalf of the Politburo, signed and issued Regulation No. 365 on standards for cadre titles under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for leadership and management positions at all levels.

Accordingly, the Politburo clearly stipulates six general standards for leaders and managers at all levels: political and ideological; moral qualities, lifestyle and sense of organization and discipline; qualifications and capacity; prestige and ability to gather and unite; work results; health, age and experience.

For key leaders of the Party and State, including the General Secretary; President; Prime Minister, Chairman of the National Assembly ; and Standing member of the Secretariat, Regulation No. 365 clearly states that along with 6 general standards for leaders and managers at all levels, these 5 positions must meet specific standards.

- General Secretary:

The position of General Secretary must fully meet the general standards of a member of the Politburo and Secretariat.

In addition, the General Secretary has the following qualities and abilities: Exemplary, highly prestigious in the Central Committee, the Politburo, the entire Party and people; is the core of leadership, the center of solidarity, gathering and promoting the combined strength of the entire political system.

The General Secretary must also be the most exemplary person in terms of morality and intelligence; have sharp political reasoning; and have deep, broad, and comprehensive knowledge in all fields.

The Politburo stipulates that the General Secretary must also be a person with political mettle, sharp thinking, innovation, breakthroughs, and decisiveness; have the capacity to research, summarize practices, develop theories, and orient strategies; and be calm and clear-headed when facing difficult and complicated issues related to the fate of the Party, the nation, and the people.

According to new regulations, the General Secretary must have the capacity to lead and manage the Party Central Committee, the Politburo, and the Secretariat; and the capacity to lead and build a team of strategic-level cadres, especially successors and key cadres.

The General Secretary must have experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry or branch; and have participated in the Politburo for at least one full term. Special cases shall be decided by the Party Central Committee.

- President:

The position of President must fully meet the general standards of a member of the Politburo and Secretariat, and must also have specific qualities and abilities.

Accordingly, the President must be a person of high prestige, a center of solidarity in the Central Committee, the Politburo, the entire Party and the people.

The President also needs to have outstanding, comprehensive capacity in all aspects of work, especially in the fields of domestic, foreign affairs, security, and national defense; and have a deep and broad understanding of judicial work. The President is the center of solidarity of social forces and ethnic communities at home and abroad; and is resolute in leadership and administration according to assigned functions, tasks, and powers.

According to the Politburo's regulations, the President must be a person who has experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry or branch; and must participate in the Politburo for a full term or more. Special cases are decided by the Central Committee.

- Prime minister:

The position of Prime Minister must fully meet the general standards of a member of the Politburo and Secretariat, and must have high prestige and be the center of solidarity within the Central Committee, the Politburo, the entire Party and the people.

Government leaders also need to have outstanding comprehensive capacity in all fields, especially in planning strategies for socio-economic development, national defense and security; have sharp thinking, be dynamic, decisive, resolute, and make timely decisions on difficult and complicated issues related to the executive sector.

The Prime Minister must be a person with in-depth understanding of the national administration, the country's socio-economic situation; world economics and politics and international integration; and have comprehensive capacity in organizing, managing, directing and operating state administrative agencies and the political system.

The Politburo stipulates that the Prime Minister must be someone who has experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry, or branch; and must have participated in the Politburo for a full term or more. Special cases are decided by the Central Committee.

- Chairman of the National Assembly:

The position of Chairman of the National Assembly must fully meet the general standards of a member of the Politburo and Secretariat.

The National Assembly Chairman must also have high prestige, be the center of solidarity in the Central Committee, the Politburo, the entire Party, the National Assembly and the people; and be resolute in leadership and administration according to assigned functions, tasks and powers.

The Politburo stated that the National Assembly Chairman needs to have outstanding and comprehensive capacity in all areas of work, especially in directing the institutionalization of the Party's policies, guidelines, and resolutions on law-making, supervising law enforcement, and deciding on important issues of the country.

The Chairman of the National Assembly needs to have a deep understanding of Vietnam's legal system, international law and practices; and have the capacity to manage the quality and effectiveness of the activities of the National Assembly and the National Assembly Standing Committee.

According to the Politburo's regulations, the Chairman of the National Assembly must be a person who has experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry or branch; and must have participated in the Politburo for a full term or more. Special cases will be decided by the Central Committee.

- Standing Secretariat:

In addition to ensuring all the general standards of a member of the Politburo and Secretariat, this position must have high prestige and be the center of solidarity within the Central Committee, the Politburo, the Secretariat and within the entire Party.

The Standing Member of the Secretariat must be a person with sharp political theory; have extensive knowledge and understanding in various fields; and be rich in experience in Party building and political system building.

This position also requires political acumen, decisiveness in management and the ability to coordinate harmoniously and effectively the activities of the advisory and support agencies of the Party Central Committee, the Vietnam Fatherland Front and socio-political organizations.

The Standing member of the Secretariat must have experience and have successfully completed the tasks of provincial or municipal party secretary or head of a central department, ministry or branch; and have participated in the Politburo for a full term or more. Special cases will be decided by the Central Committee.

This Regulation replaces Regulation No. 89 dated August 4, 2017 of the Politburo on the framework of standards for positions, orientation of the framework of criteria for evaluating leaders and managers at all levels and Regulation No. 214 dated January 2, 2020 of the Politburo on the framework of standards for positions, criteria for evaluating officials under the management of the Party Central Committee, the Politburo, and the Secretariat.
