"Investigate the Lo River bridge case, calculate urgent plans to build a new bridge"

(Dan Tri) - The Prime Minister requested that along with investigating and handling the Lo River bridge case, agencies need to accurately assess the current situation to report to the Prime Minister in November.

On the afternoon of November 8, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 21st meeting of the Steering Committee.

The meeting was connected online from the Government headquarters to 26 provinces and cities with important national projects and key works in the transport sector.

At the meeting, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong reported on the discovery of the Lo River bridge pier being seriously degraded. He said that Phu Tho Provincial Police are continuing to investigate the case of violating construction regulations causing serious consequences at the Lo River bridge.

The province has also developed a remedial plan, determined to complete it before February 2026 (before the flood season).

After hearing the report on this content, the Prime Minister requested that along with conducting investigations and handling according to regulations, agencies need to accurately assess the current status of Song Lo Bridge and report to the Prime Minister within November. "If necessary, consider a plan to build a new bridge in an emergency," the Prime Minister directed.

Giving a general assessment of the transport infrastructure, the Prime Minister said that "it is possible to exceed the target of having 3,000km of expressway and 1,700km of coastal road". He added that it is expected that on December 19, the expressway from Cao Bang through Lang Son, to Hanoi through the Central region, Ho Chi Minh City to Ca Mau will be inaugurated.

To achieve these goals, the Prime Minister requested that local secretaries and chairmen not leave investors, contractors, engineers and workers "alone on the construction site".

Under the direction of the Prime Minister, the Deputy Prime Ministers as Heads of the Delegation continued to inspect, review, and remove difficulties and obstacles related to key traffic projects for a number of expressway projects with large volumes such as Dong Dang - Tra Linh, Huu Nghi - Chi Lang, Tuyen Quang - Ha Giang.

Regarding the Long Thanh international airport project phase 1, the Prime Minister noted that the remaining workload is very large while there are only 2 months left until the end of the year.

Therefore, units need to urgently have appropriate solutions to increase the construction volume at the site (striving to reach over 20% per month), strictly control quality, labor safety, organize construction reasonably and scientifically, especially component project 3 (passenger terminal) and component project 4 (service works items).

The Prime Minister requested that the expressways connecting to Long Thanh airport must be completed before December 19. The traffic system connecting to Long Thanh International Airport - phase 1, also needs to be quickly completed to exploit the project synchronously and effectively.

Speeding up project progress is an important task, but the Prime Minister noted that quality, environmental hygiene, and labor safety must be ensured in accordance with regulations.

“Do not ignore or shorten technological processes and procedures, choose materials that do not meet standards, cause environmental pollution, or endanger labor safety at the construction site for the sake of progress,” the Prime Minister emphasized.

To ensure synchronization right after the projects are put into operation, the Prime Minister directed localities to quickly hand over the land so that investors can invest in modern, high-quality rest stops.

The Ministry of Construction and localities are required to synchronously deploy smart traffic and toll collection systems to meet modern and safe exploitation requirements.

The Prime Minister also requested to speed up investment preparation procedures for projects to lay the foundation for implementation in the 2026-2030 period.

According to the report, to date, 19 projects, road component projects and one airport project have been completed and put into operation. The country currently has 2,476km of highways.

The Ministry of Construction and localities are making efforts to implement the construction of 73km of expressway with 22 projects and component projects. Of these, 16 component projects with a total length of 575km are on track to be completed in 2025; 6 projects with a length of 158km are still behind schedule.
