Promoting the pioneering role of social sciences in the new era

The draft documents of the 14th Party Congress set out the requirements for promoting intellectual resources, making good use of talents and raising the level of scientific research to serve the country's development. In that context, social science activities need to be more clearly positioned as a pioneering role: providing arguments, criticizing policies and accompanying the Party and State in the process of planning and implementing development policies.

Raising the bar for research thinking

The Draft Document emphasizes the creation of special mechanisms and policies to discover, attract, train, foster, and promote talents; focusing on attracting good scientists and leading experts at home and abroad, especially in basic sciences and other particularly important fields. At the same time, synchronously perfecting mechanisms and policies on treatment, honor, and a creative working environment for experts, especially good experts who have made many contributions to the country.

Social sciences contribute to shaping policies for developing a generation of young citizens - pioneers, creative and responsible in the new era.

I highly appreciate the solutions outlined in the Draft, especially in the era of national development, experts, scientists and researchers will have many opportunities to contribute. The policy of opening the era of national development for the Vietnamese people is an important strategic milestone. For social science researchers, this is both a great opportunity to contribute intellectually and a great challenge in terms of scientific thinking, methods and actions. If research is more closely connected with practice, clearly oriented, implemented synchronously and sustainably, scientific contributions will be able to enter a period of "development and breakthrough" with the nation.

To contribute to realizing the Party's great policy on the era of rising up, in my opinion, there is still much research work to be done in the coming time.

First of all, research thinking needs to be raised to suit the new conditions of the context of the 4.0 industrial revolution. Looking at the era of rising up, we must not only see "rising up" as an aspiration but also deeply analyze historical and social conditions: internal resources (human resources, culture, institutions), external advantages and challenges (international integration, digital technology , environmental change). Research must go from macro to micro, from strategy to specific policy. In recent times, the Southern Institute of Social Sciences has organized many seminars, discussions and research, contributing to policy advice, providing scientific arguments for the National Assembly delegations of localities, departments, ministries and branches on a number of issues related to the research scope of the institute.

In addition to basic research, research activities must be more closely linked to practice. Social scientists need to actively participate in analyzing resolutions, proposing mechanisms, assessing policy impacts, providing social feedback, and turning research results into applied recommendations. This helps ensure that policies are not only on paper but are effectively implemented.

In addition, it is necessary to innovate methods, apply technology and cooperate interdisciplinary. The era of development poses many multidimensional challenges in terms of economy, society, culture, environment, technology, etc. Therefore, social researchers cannot stand alone but need to cooperate with experts in technology, environment, economy, politics ; use new methods such as big data analysis, modeling, behavioral research through artificial intelligence applications, and multi-method field surveys. The recent national population survey by the Southern Institute of Social Sciences research group has applied technology and interdisciplinary research. This is an important source of information for the institute to propose opinions to complete the draft Population Law and provide policy advice to the Party and State in preparing human resources for national development.

In particular, it is necessary to thoroughly grasp the determination, continuity and sustainability. To rise is not a jump and then stop, but a process of continuous efforts, overcoming difficulties, overcoming hardships, determined to achieve strategic goals for the nation. Social researchers must be pioneers in innovative thinking, mastering theory and practice, maintaining a scientific and revolutionary stance, loyal to national and ethnic interests and connecting with the people. The responsibility is not only to propose policies but also to accompany implementation, monitor and respond, listen, and closely follow reality to research, analyze, evaluate and propose feasible and effective recommendations and solutions.

Contribute to building new Vietnamese people

In the context of the country entering a new period of development - with the requirement of innovation, comprehensive digital transformation and deep integration with the world - the role of social scientists is becoming more and more important. They are not only researchers and analysts of the laws of social movement but also value orientators, critics and companions of the state, businesses and people in the process of sustainable development and preparing all important premises to enter the new era.

Social science research not only contributes to policy making but also brings practical value, improving people's quality of life.

It is necessary to specify the accompaniment of social scientists with the country's development in the following contents:

Firstly , research, forecast and orient social development trends. Social scientists need to proactively grasp and analyze changes in social life such as population structure change, labor migration, the impact of digital economy, artificial intelligence, social issues arising from globalization. On that basis, they make scientific forecasts and policy recommendations to help the state have a strategic view and proactively respond to new challenges in the world and domestic context.

Second , contribute to planning and criticizing development policies. With in-depth knowledge and a comprehensive perspective, social scientists can advise and criticize economic, social, cultural, educational, environmental policies... to ensure that all development policies are people-oriented, fair and sustainable. Social sciences need to help policies come to life, meet the practical needs of the people, and contribute to improving the effectiveness and efficiency of national governance.

Third , linking research with real life and the development needs of Vietnam. Social sciences are only truly meaningful when they serve life. Scientists need to increase applied research, participate in community development programs, new rural areas, and sustainable urban areas; and at the same time transfer knowledge to local authorities, businesses, and social organizations.

Fourth , contribute to the strategy of building Vietnamese people in the new era. Developing the country is not only about economic development but also about human development. Social scientists play an important role in researching, orienting life values, educating ethics, personality and civic awareness for the young generation. They contribute to forming a new generation of Vietnamese people - knowledgeable, brave, creative and responsible to society.

Fifth , promote equity, inclusiveness and social progress. In the development process, social scientists need to pay attention to disadvantaged groups, research and propose solutions to narrow regional, gender and class gaps. This is the way to ensure the country's development is sustainable, no one is left behind, in line with the Party and State's orientation of "rich people, strong country, democracy, fairness, civilization".

Thus, in the current development stage, social scientists not only "research to know" but also "research to act", to accompany the Party, the State and the people on the path to developing a rich, civilized and happy country. They are the ones who make important contributions in researching and advising the Central Committee in shaping the future of Vietnamese society - where people are both the center and the driving force of all progress to prepare the fundamental conditions to bring Vietnam into a new era of development, rich, strong and prosperous.
