Removing obstacles in the renovation of National Highway 14E

In recent days, the joint venture of contractors for the XD02 package, which is constructing the section from km40+00 to km71+500 (Hiep Duc - Phuoc Son), is focusing on paving a 1.5km stretch of asphalt concrete through Song Tra commune (Hiep Duc district). The project management unit, Project Management Board 4, said that the contractor is striving to complete the asphalt concrete paving of the entire road surface along the above mentioned section by the end of this week.

In the XD01 package for construction of the section km15+270 - km40+00 (Thang Binh - Hiep Duc) and the XD03 package for construction of the section km71+500 - km89+700 (Phuoc Son), the joint venture of contractors focused on digging and filling the roadbed, making a crushed stone foundation for the road surface. At the location with a "leopard skin" surface, the workers installed longitudinal drainage ditches and did some other items.

Reporting to the Vietnam Road Administration (investor) on March 24, Project Management Board 4 said that with the attention of the Provincial Party Committee, the People's Committee of Quang Nam Province, the District Party Committees and the People's Committees of Thang Binh, Hiep Duc, and Phuoc Son districts, the localities have now handed over 65.658/71.38km of land for construction (reaching 92%). Of which, Phuoc Son has basically handed over the entire land.

For Thang Binh district, the locality handed over 15.048/17.4km (86.48%), Hiep Duc handed over 26.83/30.2km of the site length (88.84%). However, the site handover is still mixed, some locations are the project's critical path (the time of implementation of the item determines the project's completion progress) have not been cleared, especially the railway overpass area as well as part of the Viet An bypass, which has affected the overall completion progress.

For example, the construction area of the railway overpass through Binh Quy commune (Thang Binh) has 63 plots with 59 affected households. Of these, 45 households have approved the plan but only 42 households have received money, 3 households have not agreed to receive money; the remaining 14 households are approving the compensation and site clearance plan (GPMB). The locality has just handed over the site for drilling bored piles of pier M2.

Reporting to the Steering Committee for Compensation and Site Clearance of Key Projects in Quang Nam Province, the project management unit said that despite receiving the handover of a 1.2km-long site, the contractor has not been able to construct the Viet An bypass (Binh Lam Commune, Hiep Duc). The reason is that there is no access road to the construction site due to the land clearance of 3 households.

Faced with the above reality, Project Management Board 4 hopes to continue to receive attention, support and direction from the Steering Committee for compensation and site clearance of key projects in Quang Nam province, the Provincial People's Committee as well as the District Party Committee and People's Committees of Thang Binh, Hiep Duc and Phuoc Son districts to clear the remaining site congestion. In particular, focus on removing obstacles and promptly handing over the site for construction of the critical road locations mentioned above.

Notice of conclusion No. 121, dated March 21, 2025 of the Provincial People's Committee (Notice of conclusion of Chairman of the Provincial People's Committee Le Van Dung at the inspection of compensation, site clearance and construction progress of the project to renovate and upgrade National Highway 14E; Tan Binh Bridge project and National Highway 14E bypass through Tan Binh town, Hiep Duc district on March 14, 2025) has the following content: Requesting the Secretary of the District Party Committee, Chairman of the People's Committee of Thang Binh, Hiep Duc and Phuoc Son districts to base on the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 10333 dated December 31, 2024, Official Dispatch No. 1505 dated February 26, 2025; of Vice Chairman of the Provincial People's Committee Tran Nam Hung in Notice No. 53 dated February 18, 2025 to focus on leadership, mobilize participation and involvement of the entire local political system to continue to urgently and actively propagate, mobilize and persuade households to agree and comply with policies and guidelines in compensation and site clearance work.

Urgently complete the compensation, site clearance, resettlement work and hand over the entire site to Project Management Board 4 to organize the construction of the project to ensure the set progress. For the railway area, the Chairman of the Provincial People's Committee requested the Secretary of the District Party Committee and Chairman of the People's Committee of Thang Binh District to urgently focus on directing, dialogue, and handling the remaining cases, completing and handing over the site to the investor. In cases of deliberate procrastination and non-compliance with the approved compensation and site clearance plan, consolidate the documents, develop a plan, organize forces to protect the construction or enforce land recovery in accordance with regulations.
