During a working session with Hau Giang and Kien Giang provinces, Deputy Prime Minister Le Thanh Long requested these localities to review and definitively resolve difficulties and obstacles in projects that are behind schedule.


On the afternoon of March 20th, in Hau Giang province, Deputy Prime Minister Le Thanh Long held a working session with the provinces of Hau Giang and Kien Giang to discuss the production and business situation, national target programs, and the implementation of economic and social growth scenarios.

Deputy Prime Minister Le Thanh Long requested that localities definitively resolve difficulties and obstacles for projects that are behind schedule.

The focus is on removing difficulties and obstacles.

Concluding the meeting, the Deputy Prime Minister acknowledged and highly appreciated the efforts of the localities in 2024 in achieving economic development targets higher than the national average.

To achieve the growth target in 2025, the Deputy Prime Minister suggested that, based on feedback from ministries, Hau Giang province, and Kien Giang province, a comprehensive review of economic development goals and targets should be conducted. From this, a development scenario should be developed that is appropriate to the actual situation and the potential and strengths of each locality. Particular attention should be paid to the strengths of the Mekong Delta region, namely increasing the proportion of agricultural development.

"For this growth scenario to become a reality, what do we need to rely on and what do we need? First, you comrades should finalize the reports as requested by the working group. In this growth scenario, we need to pay more attention to the strengths of the Mekong Delta region, which is agriculture," the Deputy Prime Minister noted.

Regarding projects that are behind schedule, the Deputy Prime Minister requested that localities review the difficulties and obstacles encountered during the implementation of each project, and then propose solutions to overcome them and accelerate the implementation progress.

Regarding the proposals from localities, the Deputy Prime Minister instructed the Government Office to compile them, assign relevant ministries and agencies to provide written responses, and report to the Government on matters falling under its jurisdiction.

Earlier, at the meeting, the leaders of Hau Giang and Kien Giang provinces reported on the production and business situation, investment in construction, and economic growth targets for 2025 in their respective localities.

Focus on resolving slow-progressing projects.

Reporting to the Deputy Prime Minister, Mr. Nguyen Van Hoa, Permanent Vice Chairman of the People's Committee of Hau Giang province, stated that in the first three months of 2025, the province's socio-economic development achieved several outstanding indicators: economic growth rate increased by 10.14%, GRDP per capita increased by 15.12% compared to the same period, and total import and export turnover reached 1,358 million USD, an increase of 4.65% compared to the same period.

Mr. Nguyen Van Hoa, Standing Vice Chairman of the People's Committee of Hau Giang province, spoke at the working session.

In 2025, the province allocated over 7,122 billion VND in capital, 518 billion VND higher than the amount allocated by the Prime Minister. Statistics up to March 15th show that 4% of the plan has been disbursed, 11.12% lower than the same period last year.

Mr. Hoa explained that the low disbursement rate is due to the slow appraisal and approval process for newly started projects. Some investors have not paid close attention to directing and completing the necessary procedures.

In addition, compensation, support, and resettlement work faces many obstacles regarding unit prices, compensation plans, land acquisition procedures, etc.

According to Mr. Hoa, the province has 43 investment projects that are behind schedule, including one project funded by the state budget and 42 projects funded by non-state budget sources. The province will focus on resolving the difficulties and obstacles of these projects in 2025.

Speaking about key tasks and solutions until the end of 2025, the Standing Vice Chairman of Hau Giang province said that the province will focus on directing the issuance of mechanisms and policies to develop economic sectors.

In addition, it is necessary to promote growth in key economic zones and corridors, accelerate the implementation and concretization of provincial planning; focusing on developing the key economic corridor, which is the Can Tho - Ca Mau expressway connecting with Ho Chi Minh City.

Representatives of the Kien Giang Provincial People's Committee stated that the socio-economic situation in the province during the first three months of 2025 achieved many positive results.

The locality has set out two economic growth scenarios, in which scenario 1 aims for a GRDP growth rate of 10.02% or higher and scenario 2 aims for a GRDP growth rate of 8% or higher.
