This morning, March 4, the Vietnam Fatherland Front Committee of Hanoi City (VFFC) held the 14th Conference, term XVII, term 2019-2024.
Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the City Nguyen Sy Truong and Vice Chairmen of the Vietnam Fatherland Front Committee of the City chaired the Conference.
The conference conducted consultations, supplemented and replaced 3 members of the Vietnam Fatherland Front Committee of Hanoi City, term XVII, 2019-2024.
In particular, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Pham Anh Tuan presented the draft Personnel Project for the 18th term of the Vietnam Fatherland Front Committee of Hanoi City.
Accordingly, based on the current organizational structure of the Vietnam Fatherland Front system in Hanoi and the requirements for implementing political tasks in the period of accelerating industrialization, modernization and international integration, the expected number of members of the Vietnam Fatherland Front Committee of the city for the 18th term is 145 (an increase of 13, equivalent to 9.85% compared to the beginning of the 2019-2024 term).
The composition structure includes: Representatives of the leadership of member organizations have 50/145 positions, equivalent to 34.48% (the number is equal to the end of the 2019-2024 term); Chairmen of the Vietnam Fatherland Front Committees of districts, towns and cities have 30/145 positions, equivalent to 20.69% (the number is equal to the end of the 2019-2024 term); typical individuals representing social classes, strata, ethnicities, religions, economic sectors and overseas Vietnamese have 47/145 positions, equivalent to 32.41% (an increase of 6 positions compared to the end of the 2019-2024 term); specialized staff of the Vietnam Fatherland Front Committee of the City have 18/145 positions, equivalent to 1241% (an increase of 1 position compared to the end of the 2019-2024 term).
Regarding the combined structure (expected to be no lower than the end of the 2019-2024 term), including: Female, reaching 28.26% or more; non-Party, reaching 24.64% or more; ethnic minorities, reaching 3.62% or more; religious, reaching 8.69% or more. At the same time, the number of re-elected Committee members will not exceed 60% compared to the beginning of the 2019-2024 term.
The expected number of Standing Committee members of the Vietnam Fatherland Front Committee of the City for the 18th term is 11 (equal to the 2019-2024 term), including the following positions: Chairman of the Vietnam Fatherland Front Committee of the City, 4 Vice Chairmen of the Vietnam Fatherland Front Committee of the City, 6 members of the Standing Committee of the Vietnam Fatherland Front Committee of the City. At the same time, the expected number and structure of non-professional Vice Chairmen of the Vietnam Fatherland Front Committee of the City for the 18th term is 3 (equal to the 2019-2024 term).
In addition, presenting the Proposal on the allocation of official delegates to the 18th Congress of the Vietnam Fatherland Front in Hanoi, term 2024-2029, Mr. Pham Anh Tuan said: Based on the guidance of the Central Committee of the Vietnam Fatherland Front, based on the fact that Hanoi is a capital with a large area and large population, the Standing Committee of the Vietnam Fatherland Front Committee of the City proposed to allocate the number of delegates to 363 official delegates (the Congress for the term 2019-2024 has 330 official delegates).
Regarding the composition of delegates attending the Congress, there are 138 incumbent delegates (members of the Vietnam Fatherland Front Committee of the City, term XVII, 2019-2024) (equivalent to 38.02%); 15 appointed delegates (expected to replace or supplement the Committee for the new term); 50 delegates allocated to member organizations and outstanding individuals (equivalent to 13.77%); 160 delegates allocated to the Vietnam Fatherland Front at the district level (equivalent to 44.08%).
Also at the Conference, Vice Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City Nguyen Thi Kim Dung briefly presented the draft Political Report to be submitted to the 18th Congress of Delegates of the Vietnam Fatherland Front of Hanoi City, term 2024-2029.
Accordingly, the draft Report consists of 34 pages, titled "Promoting the strength of the great national unity bloc and the thousand-year tradition of civilization, strengthening the core political role of the Vietnam Fatherland Front, arousing patriotism and creativity among the people, contributing to building a Cultural - Civilized - Modern Capital"; the Congress theme is "Democracy - Solidarity - Responsibility - Creativity - Development".
Report on the assessment of the implementation results of the Resolution of the 17th Congress of Delegates of the Vietnam Fatherland Front of Hanoi City, term 2019-2024; determining the directions, tasks, and action programs of the Vietnam Fatherland Front Committee of the City for the term 2024-2029, including 4 breakthroughs, 10 specific targets and 6 action programs with key goals, tasks, and main solutions.
At the Conference, members of the Vietnam Fatherland Front Committee of Hanoi City gave many enthusiastic, frank and profound comments on the contents of the draft Personnel Plan for the 18th term of the Vietnam Fatherland Front Committee of Hanoi City, the allocation of official delegates to attend the 18th Congress of Vietnam Fatherland Front of Hanoi City for the 2024-2029 term and the draft Political Report to be submitted to the Congress.
Concluding the Conference, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of the City Nguyen Sy Truong respectfully thanked and affirmed to fully accept the comments of the delegates and members of the Vietnam Fatherland Front Committee of the City and said: After this Conference, the Vietnam Fatherland Front Committee of Hanoi City will continue to adjust, supplement and edit the draft documents accordingly. Therefore, it is recommended that the members of the Vietnam Fatherland Front Committee of the City continue to promote their spirit and exemplary character to promote emulation movements as well as contribute their opinions to the proposed personnel to participate in the Committee members, the proposed delegates to attend the 18th Congress of the Vietnam Fatherland Front Committee of the City as well as the draft Political Report to be submitted to the Congress.

At the Conference, delegates voted to approve the basic content of the Personnel Plan for the 18th term of the Vietnam Fatherland Front Committee of Hanoi, in which they agreed on the number of 145 members; at the same time, they approved the allocation of 363 official delegates to attend the 18th Congress of Vietnam Fatherland Front of Hanoi, term 2024-2029.
