The Hanoi People's Committee has just issued Official Dispatch No. 5487/UBND-KGVX dated October 8, 2025 on implementing tuition policy; exemption, reduction, support of tuition fees and other revenues in the field of education and training for the 2025-2026 school year.

Accordingly, for tuition fees for the 2025-2026 school year, the Department of Education and Training will deploy and disseminate to public preschool and general education institutions according to the content management hierarchy that preschool children, general education students, and students of general education programs in public educational institutions are exempt from tuition fees.

The Department of Education and Training shall preside over and coordinate with the Departments of Finance, Justice and relevant units to urgently complete the draft resolution dossier, including: On tuition fees and the level of state budget support for public educational institutions and tuition support levels for preschool children, general education students, and students of general education programs in private and non-public educational institutions.

Regarding the regulations on service fees and support for educational activities of schools for public preschool and general education institutions, the Department of Education and Training coordinates with the Departments of Finance, Justice and relevant units to urgently complete the draft resolution report to the City People's Committee to submit to the City People's Council to issue service fees and support for educational and training activities for public educational institutions in accordance with the actual situation of the locality and region.

Regarding the policy of tuition exemption and reduction, support for learning costs and tuition fee payment, direct educational institutions according to the management hierarchy to fully and promptly implement the policy of tuition exemption and reduction, support for learning costs and tuition fee support according to Decree No. 238/2025/ND-CP of the Government , noting that preschool children and primary school students do not have to submit applications for tuition exemption and reduction, tuition fee support; strengthen the settlement of administrative procedures through the exploitation of electronic data available in the National Population Database and other specialized databases through the public service portal.

The Department of Education and Training strengthens state management of educational institutions, specifically: Absolutely do not allow "overcharging" at the beginning of the school year; mobilize, manage and use funding according to regulations; publicly implement commitments on education and training quality, quality assurance conditions, and financial revenue and expenditure according to regulations.

The City People's Committee requests the People's Committees of communes and wards, regarding tuition fees for the 2025-2026 school year, to disseminate to public preschool and general education institutions the following content: Exemption of tuition fees for preschool children, general education students, and students of general education programs in public educational institutions according to regulations.

Communes and wards implement policies on tuition exemption and reduction, support for learning costs and tuition support fully and promptly, in which it is noted that preschool children and primary school students do not have to submit applications for tuition exemption and reduction or tuition support. In addition, communes and wards strengthen the settlement of administrative procedures through exploiting electronic data available in the National Population Database and other specialized databases through the public service portal to create maximum convenience for learners.

People's Committees of communes and wards strengthen state management of educational institutions, absolutely do not allow "overcharging" at the beginning of the school year; thoroughly instruct educational institutions to mobilize, manage and use funding according to regulations; seriously and publicly implement commitments on education and training quality, quality assurance conditions, and financial revenue and expenditure according to regulations.
