In 2023, the Hanoi Social Insurance sector exceeded its targets in terms of health insurance coverage, the number of people participating in compulsory social insurance, voluntary social insurance, and unemployment insurance.
Accordingly, the number of people participating in compulsory social insurance in Hanoi as of the end of 2023 was over 2 million, an increase of 74,936 people (3.78%) compared to 2022. This figure accounts for 43.9% of the working-age labor force.
In addition, the total revenue from social insurance, health insurance, and unemployment insurance in Hanoi reached over 61,455 billion VND, an increase of 7,240.7 billion VND (13.36%) compared to 2022.
In addition to focusing on expanding the number of participants in social insurance, Deputy Director of Hanoi Social Insurance, Vu Duc Thuat, stated that the city is also very concerned about the process of resolving and paying social insurance and unemployment insurance benefits to participants.

In 2023, benefits were processed for 667,023 individuals, totaling 8,477 billion VND, an increase of 1,217 billion VND compared to the previous year.
The monthly payment of pensions and social insurance benefits has been carried out accurately, safely, and promptly. In 2023, the city's Social Insurance sector paid monthly pensions and social insurance benefits to 584,828 beneficiaries with a total amount of over 39,103 billion VND, an increase of 4,687 billion VND compared to 2022.
According to Mr. Vu Duc Thuat, the most important highlight in the implementation of Hanoi's social security policy in 2023 is the issuance of Resolution No. 13/2023/NQ-HĐND by the Hanoi People's Council on December 6, 2023.
Accordingly, the Resolution stipulates the level of financial support for health insurance premiums for the elderly aged 70 to 80, people with mild disabilities, students from disadvantaged backgrounds, and people from households engaged in agriculture, forestry, and fisheries with average living standards in the city during the 2024-2025 period.
Along with other support policies, in 2023, Hanoi provided an additional 30% subsidy on health insurance premiums for people in near-poor households, beyond the central government's support; a total of 45,535 people received support, amounting to over 12 billion VND.
