Hanoi urges inspection of BT counterpart project of Ring Road 2.5

The Office of the Hanoi People's Committee has just sent a document to the City Inspectorate to urgently implement the direction of the city's leaders on considering and inspecting the investment project related to the construction of the Ring Road 2.5 (Dam Hong - National Highway 1A section) in Hoang Mai district under the form of BT contract (Investment project to build the new urban area Dai Kim - Dinh Cong expansion).

In August 2023, after listening to the authorities' reports on the Ring Road 2.5 construction investment project, Vice Chairman of Hanoi City Duong Duc Tuan concluded that the project's investment progress was slow, and there were many complicated petitions related to the project's implementation that needed to be thoroughly considered and resolved.

Therefore, the Vice Chairman of the City assigned the Hanoi City Inspectorate to handle petitions, complaints and denunciations related to investors and related to the counterpart project of the Dai Kim - Dinh Cong New Urban Area Construction Investment Project.

At the same time, coordinate with the Department of Planning and Investment and relevant units to inspect and review the entire investment process and procedures for the Ring Road 2.5 Construction Investment Project (Dam Hong section - National Highway 1A) and related counterpart investment projects.

The Ring Road 2.5 construction project is invested by a joint venture between Hanoi Housing and Urban Development Joint Stock Company and Hoang Ha Construction Company Limited under a Build-Transfer Contract (BT Contract).

The Ring Road 2.5 project was granted an investment certificate by Hanoi City in 2013, implemented under the Build-Transfer (BT) contract form with a term until June 30, 2018. However, the project has not yet been completed.
