The resolution also stipulates that tuition fees for online learning will be 75% of the tuition fees for in-person learning as mentioned above. Thus, the tuition fees mentioned above are the same as those for the 2021-2022 academic year.
In addition, the City People's Council also passed a Resolution stipulating the list of fees and fee levels, and the mechanism for managing revenue and expenditure for services supporting educational and training activities at public preschool and general education institutions (excluding high-quality public education institutions) in Hanoi .
In July 2023, Hanoi passed a resolution regulating tuition fees for public preschool and primary/secondary education institutions in the city for the 2023-2024 school year. The tuition fee for in-person learning in the 2023-2024 school year will be the same as the 2022-2023 school year and equal to the minimum tuition fee framework stipulated by the Government in Decree No. 81.
This resolution decided not to provide the 50% tuition fee subsidy as in previous years. Therefore, the actual amount students have to pay this year is almost double that of last year.
Hanoi divides its areas into three zones: urban, rural, and ethnic minority. Specifically, in urban areas, tuition fees for preschool and secondary school students have nearly doubled, from 155,000 VND to 300,000 VND per month.
In mountainous communes, high school students pay 100,000 VND/month, more than four times the previous rate of 19,000 VND/month, while preschool and junior high school students pay more than double, from 24,000 VND to 50,000 VND.
