Hanoi has tasked the Department of Construction with developing a plan for managing sidewalks and roadways.

The Hanoi People's Committee has recently issued a document to various units, departments, and agencies regarding the implementation of the notice from the Steering Committee for the management of organizational structure and personnel of the city.

Hanoi has assigned the Department of Construction to take the lead and coordinate with other departments, agencies, and localities to advise on and develop a plan for managing sidewalks and roadways in the city.

Accordingly, Hanoi City requested a continued review, reorganization, and streamlining of the functions, tasks, and organizational structure of agencies and units; and the development of reasonable allowances and incentive schemes for Party committee office staff and non-professional personnel at the commune, ward, and town levels.

At the same time, the pilot program for competitive examinations for the positions of heads of departments, heads of sub-departments, and heads of public service units under the departments, boards, and agencies, the People's Committees of districts, towns, and cities, and public service units under the People's Committees of cities will continue.

The city also assigned the task of evaluating the operational model of land development centers under the People's Committees of districts, counties, and towns; and reporting to the Government on the model of urban construction order management teams after the pilot program ends.

Specifically, the Hanoi People's Committee has assigned the Department of Construction to take the lead and coordinate with the Department of Transport, the Department of Planning and Architecture, the City Police, and the People's Committees of districts, counties, and towns to advise and submit to the Standing Committee of the Hanoi Party Committee a directive on the inspection and management of sidewalk and road usage in the city.

The Department of Construction, in coordination with other departments, agencies, and localities, will advise on and develop a plan for managing sidewalks and roadways in the city; ensuring a systematic, comprehensive, rigorous, transparent, and harmonious approach that balances public order and urban economic development, while also safeguarding the livelihoods of the people; prioritizing implementation step by step according to zoning, assessing impacts, and eventually expanding the scope of implementation.

The Hanoi People's Committee requested relevant agencies to advise and submit to the Standing Committee of the Hanoi Party Committee a directive on the inspection and management of sidewalk and road usage in the city by June; and to complete the plan by the fourth quarter.

Previously, at the 7th meeting of the Steering Committee for Organizational Structure and Personnel Management of Hanoi City, Hanoi Party Secretary Dinh Tien Dung noted that the city's stance is to continue strengthening decentralization and delegation of authority, promoting the autonomy and accountability of district and county levels. One of the areas that must be addressed immediately in this way is the management of sidewalks and roads.

"The approach taken so far has lacked a solid and systematic foundation. The streets and sidewalks of the Old Quarter must be treated differently from major thoroughfares like Hai Ba Trung and Ly Thuong Kiet... We need to consider allowing businesses to operate there, perhaps in the evenings or on weekends... I propose developing a separate plan that delves into urban design, specifically for each area, publicly and transparently, so that the people can inspect, monitor, benefit from, and agree on its implementation. Based on that, we should work on each area gradually, step by step, ensuring thoroughness and certainty at every stage," Mr. Dung emphasized.
