At the end of January 2024, Hanoi became the first locality in the country to merge three steering committees on administrative reform, digital transformation, and Project 06 (Development of data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030 in the city) into a single joint steering committee.

Shortly after implementation, all departments, agencies, and district and commune-level People's Committees of the city completed the merger. The Chief of the Hanoi People's Committee Office, Truong Viet Dung, affirmed that the merged steering committees, after consolidation and restructuring of functions and tasks, have become more active and effective; management and direction are focused and consistent; and meetings are organized efficiently, effectively, and on the right track, with innovative formats.

Following the consolidation of the steering committees, Vice Chairman of Gia Lam District People's Committee Truong Van Hoc stated that tasks, plans, and work programs are regularly reviewed and clearly assigned, avoiding duplication and overlap; there are no longer instances of omissions, oversights, or difficulties in controlling tasks. All urgent and difficult tasks are shared, discussed, and agreed upon in terms of methods, solutions, and approaches to achieve maximum effectiveness; fostering a spirit of proactiveness, innovation, and daring to think and act for the common good.

Based on overall effectiveness, Vice Chairman of the Hanoi People's Committee Ha Minh Hai stated that, after more than six months of implementation, the tasks and objectives of consolidating the city's steering committees have basically achieved "3 reductions, 3 increases". The "3 reductions" are: reducing the time and costs for citizens, businesses, and state agencies in carrying out administrative procedures, public services, and social utilities; reducing manpower, improving the quality of human resources; and reducing administrative procedures. The "3 increases" are: increasing the quality of service; increasing transparency and openness; and increasing the satisfaction of citizens and businesses.

Thanks to the effectiveness of this breakthrough, many units and localities across the country have learned from Hanoi's approach.

According to Nguyen Luu Trung, Vice Chairman of the People's Committee of Kien Giang province, the models being implemented in Hanoi, particularly the consolidation of steering committees into a single Steering Committee for Administrative Reform and Digital Transformation and Project 06, have created uniformity and consistency in the coordination of task implementation. Based on Hanoi's experience, Kien Giang is implementing similar models to unify the management of steering committees with similar functions and tasks, ensuring mutual support.

Based on this experience, the Hanoi People's Committee is currently developing a plan to establish a public administrative service agency for Hanoi. According to Vo Tuan Anh, Deputy Chief of the Hanoi People's Committee Office, Hanoi, along with Ho Chi Minh City and the provinces of Binh Duong and Quang Ninh, has been assigned by the Government to pilot a one-level public administrative service center directly under the Hanoi People's Committee. This administrative agency will be responsible for receiving, processing, controlling, monitoring, and evaluating the implementation of administrative procedures and providing public services within the city under a "one-stop shop" or "integrated one-stop shop" mechanism, with a pilot implementation period from September 2024 to November 30, 2025.

Central Committee member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee, Tran Sy Thanh, emphasized the need for unified understanding and action throughout the entire political system, from top leaders to grassroots officials and all segments of the population, recognizing that this is an extremely important task for the city. The city identifies administrative reform, digital transformation, and the implementation of Project 06 as key tasks, breakthroughs, and opportunities to "leapfrog" in building and developing the capital city into a "Cultural, Civilized, and Modern" city.

Furthermore, a unified understanding helps the city clearly identify existing problems and risks, and address bottlenecks promptly. This, in turn, helps the city improve its ability to predict risks, analyze the causes of existing problems and limitations, and develop thorough solutions to overcome them.

Lessons learned from pioneering

From the pioneering and successful examples of Hanoi city, several lessons can be drawn to more effectively implement administrative reform, digital transformation, and Project 06. In particular, leaders at all levels need to be pioneers and role models, acting according to their functions and responsibilities; they must directly implement and understand the process, and only then can they effectively direct and accelerate the successful implementation of administrative reform and digital transformation in their respective units and localities; while simultaneously adhering to the principle of "clear objectives, clear responsibilities, clear tasks, clear timelines, clear accountability, clear outputs, and clear results."

Regarding digital transformation in particular, it is necessary to clearly define the goal that 70% of digital transformation work should be primarily carried out by ministries, sectors, and localities. Therefore, the success of digital transformation depends mainly on the proactive approach of ministries, sectors, and localities. At the same time, digital transformation needs to identify and select an essential issue with widespread impact, addressing existing problems and serving the people, thereby confidently expanding to other fields.

Improving the process of performing official duties.

The Hanoi Department of Planning and Investment continues to uphold the spirit of decisive action and implement comprehensive solutions in line with the principle of strengthening administrative discipline within the organization. In addition, the Department is also doing a good job of building and perfecting processes, individualizing and specifying the authority and responsibilities of collectives and individuals in the assignment and execution of official duties; in internal work processes, and in the process of handling administrative procedures for citizens, organizations, and businesses.

Currently, the Department of Planning and Investment still faces delays in processing applications; some officials and specialists lack experience in advising on large, complex projects that span multiple periods, and where relevant legal regulations are subject to frequent changes… In the first six months of 2024, the Department of Planning and Investment conducted a review within the unit, involving the department's leaders directly in charge and the officials handling the applications. Based on this, the department's leadership identified shortcomings to address existing problems and limitations.

Creating a unified and modern administrative environment.

The establishment of the "non-geographical" public administrative center of Tran Hung Dao Ward People's Committee, based on administrative reform data, digital transformation, and Project 06, is proceeding smoothly. While initial implementation may encounter some difficulties, these will certainly be overcome, significantly reducing the number of daily staff working at the "one-stop" service center. Consequently, surplus personnel will be reassigned to other departments or given more suitable tasks.

The "non-geographical" public administrative center also creates a unified, modern, and civilized working environment, integrating human resources, facilities, equipment, and synchronized application of information technology. In addition, it directly and promptly receives directives from the City People's Committee and District People's Committees, as well as promptly handles requests and proposals. It is expected that Hoan Kiem District will deploy three more "non-geographical" administrative procedure centers in the near future.
