Hanoi City invested 5,500 billion VND to expand Provincial Road 70, more than 7 km long, 50 m wide, connecting Ha Dong district with Thanh Tri district, expected to be inaugurated in 2026.
On March 29, the Hanoi People's Council passed a resolution to adjust the 2024 public investment plan and the 2021-2025 medium-term public investment plan at the city level, including the project to renovate and upgrade Provincial Road 70, Ha Dong - Van Dien section.
The starting point of the route connects with Nguyen Khuyen Street in Van Quan urban area, Ha Dong district; the end point is at Tu Hiep intersection, Thanh Tri district, connecting with Phap Van - Cau Gie connecting road with Ring Road 3. The project investment capital comes from the city budget, implemented in the period of 2024-2026.

The project is divided into 3 component projects, including 2 compensation and resettlement support projects. In Thanh Tri district, about 200 households had 41,000 m2 of land recovered. Thanh Tri district People's Committee has over 161,000 m2 of residential land to arrange resettlement for these households.
In Ha Dong district, 193 households had about 6,000 square meters of land confiscated. According to regulations, in the districts, people will be resettled with apartments.
The final component project is to renovate and upgrade the road, and build synchronous construction items. On the route, two new bridges across the To Lich and Hoa Binh rivers will be built, and the To bridge across the To Lich river will be expanded.

Explaining the need for investment, the Hanoi People's Committee said that in recent years, the southern part of the city has rapidly urbanized, with many urban areas and high-rise apartments springing up, increasing population density and developing the hospital and school systems. Road 70 through this area is often congested, especially in front of the gate of K Hospital, Tan Trieu Branch 3, the intersection of Road 70 with Chu Van An Street, and the section across To Bridge.
In the transportation planning to 2030 with a vision to 2050, Road 70 is identified as the main urban axis, playing an important role in the city's transportation system, connecting with radial and belt axes.

Provincial Road 70 is not continuous, divided by main traffic axes. Currently, Road 70 has sections of Van Dien - Ha Dong; Van Phuc - Le Trong Tan; Xuan Phuong (Nga Bridge - Tran Huu Duc) and ends at the intersection of National Highway 32. Currently, this road mostly has only 2 lanes, is degraded, muddy on rainy days, dusty on sunny days.
The project to renovate and upgrade Highway 70, Ha Dong - Van Dien section, is included in the list of key projects of the city in the period of 2011-2015. The City People's Council approved this list at the end of 2011. In 2013, the city assigned the Department of Transport to study the expansion of the road surface and intersections on Provincial Highway 70, Ha Dong - Van Dien section under the BT (build - transfer) form. However, by 2021, this route was among 82 BT projects that were stopped.
