According to information from the Traffic Newspaper, from now until 2026, Hanoi will implement a project to build a multi-level interchange between Ring Road 3.5 and Thang Long Boulevard (the section passing through Hoai Duc district).

The project includes an underpass along the direction of Ring Road 3.5 (formerly Le Trong Tan Street, now Hoang Tung Street) - National Highway 32, with a total length of 975m and a width of 18.5m.

Four branch bridges made of prestressed reinforced concrete with a total length of over 2,300m, a bridge width of 8.8m, and reinforced concrete retaining walls over 600m long.

The project has a total investment of over 2.450 billion VND, and is managed by the Hanoi City Civil Construction Investment Project Management Board.

The construction of the Ring Road 3.5 interchange project with Thang Long Boulevard aims to complete the transportation infrastructure system according to the plan, connecting and rationally utilizing the existing transportation infrastructure.

At the same time, it minimizes traffic congestion, contributes to the development of production and business, accelerates the formation of urban areas in the region, and promotes the socio -economic development of the capital city in general.

Hanoi currently has four underpasses: Kim Lien, Trung Hoa, Thanh Xuan, and Le Van Luong. Another underpass is under construction on Ring Road 2.5 at the Giai Phong - Kim Dong intersection.

In addition, Hanoi will soon construct the Co Linh underpass - the access road to Vinh Tuy Bridge.

Since August 2023, the Hanoi People's Committee has assigned relevant units to develop a plan for constructing an underpass at the Co Linh intersection - the access road to Vinh Tuy Bridge (Ring Road 2) on the Long Bien district side.

The project has an estimated total investment of approximately 500-700 billion VND and will be implemented during the period 2023-2024.

The construction includes enclosed tunnels, open tunnels, retaining walls on both sides, access roads, and guardrails at both ends leading down to the tunnels.

The tunnel is estimated to be approximately 500m long, with a cross-sectional width of about 7.75m in each direction (equivalent to 2 lanes for motor vehicles in each direction).

Upon completion, the Co Linh - Vinh Tuy Bridge access road interchange will be a three-tiered interchange, comprising an overpass, existing interchange roads, and an underpass.

In addition, Hanoi will continue to build several more underpasses along the Ring Road 3. In early January 2024, the Hanoi Department of Transport proposed that the city add the Hoang Quoc Viet extended road construction project to the list of public investment plans for the 2021-2025 period to immediately begin investment preparation.

The Hoàng Quốc Việt road extension project, from Phạm Văn Đồng to Trần Vỹ street (including the underpass under Phạm Văn Đồng road), will have 4 lanes and a total investment of 850 billion VND.

The project aims to gradually complete the radial road axis from West Lake to Ba Vi, strengthen the connection between Hoang Quoc Viet Street and Tran Vy Street, and reduce congestion at the Mai Dich intersection and the existing Route 32.

According to the Hanoi Department of Transport, the proposed project was developed after reviewing the implementation status of transportation projects within the framework of the transportation infrastructure network and forecasting traffic conditions at several important intersections.

According to the city's transportation plan approved by the Prime Minister , underpasses will also be invested in and constructed along the Ring Road 3, including the West Thang Long - Ring Road 3 axis road and the Me Tri - Duong Dinh Nghe - Ring Road 3 intersection underpass.
