Speaking at the conference, Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong suggested that it is necessary to carefully calculate the planning of the school network in the coming time to avoid waste.
The Standing Deputy Secretary of the City Party Committee shared that he was "very concerned" when he learned that a ward planned to build two primary schools close to each other to overcome the shortage of schools.
"I asked why they built next to each other, and they said that was the only way to strive to meet standards," Mr. Phong confided.

Mr. Phong also cited the urban development trend of many countries, the urbanization process takes place for about 20 years, followed by population fluctuations. "While we have certain conditions to predict this, is it necessary for a new commune to have 2-3 primary schools and 2-3 secondary schools? We have to calculate," Mr. Phong said, citing the fact that the birth rate in many suburban areas has decreased, suggesting that the city review and re-evaluate the planning and consider building inter-level schools.
According to Mr. Phong, school construction was previously initiated by the old districts, now wards and communes, while the Department of Education and Training had no authority. Now, the 2-level local government model is implemented, with the Department of Education and Training participating in management, overcoming the local surplus and shortage of schools.
