Hanoi speeds up attracting investment in high-tech parks and industrial zones

With a total registered capital of 13.75 billion USD, Hanoi aims to develop Hoa Lac Hi-Tech Park and industrial parks into the nucleus of industrial, scientific and innovation growth in the coming years.

At the Conference on deploying tasks for the last 6 months of 2025 of the Management Board of Hanoi High-Tech Parks and Industrial Parks, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen emphasized the focus on developing high-tech industry, considering this as one of the key driving forces to achieve the economic growth target of over 8% in 2025 and create momentum for the following period.

According to the report of the Hanoi High-Tech Park and Industrial Zone Management Board, as of July 2025, the whole city has attracted 844 investment projects, including 734 projects in industrial parks and 110 projects in Hoa Lac High-Tech Park, with a total registered capital of up to 13.75 billion USD. Hoa Lac High-Tech Park alone attracted about 5 billion USD, the remaining 9.32 billion USD belonged to industrial parks.

The city will focus on completing technical infrastructure, preferential policies and a favorable investment environment, turning Hoa Lac High-Tech Park and industrial parks into a national center of modern technology, research and production.

In the first 6 months of this year, the city attracted an additional 125 million USD in investment capital. It is expected that from now until the end of 2025, through investment promotion activities, Hanoi can attract an additional 450 million USD to industrial parks and about 80 million USD to Hoa Lac high-tech park. If this plan is achieved, the cumulative investment capital in industrial parks and high-tech parks in the entire period of 2021 - 2025 will reach nearly 2.5 billion USD, an increase of more than 40% compared to the period of 2016 - 2020.

Mr. Vu Xuan Hung, Head of the Management Board of Hanoi High-Tech Parks and Industrial Zones, said that the unit is actively implementing many investment promotion activities in key domestic and foreign markets. Along with welcoming international business delegations to conduct field surveys and seek cooperation opportunities, the Board is also developing a project to develop Hoa Lac High-Tech Park until 2030, with a vision to 2045.

In particular, the Management Board will apply new policies in the revised Law on the Capital in 2024 to propose mechanisms to attract talent, develop high-quality human resources, promote vocational training, support research and technology application in key industrial production fields.

However, to realize the proposed plans, the Management Board recommends that the Hanoi People's Committee direct relevant departments and branches to coordinate in removing obstacles in site clearance, especially in the Hoa Lac High-Tech Park and industrial parks in the process of expansion. In addition, it is necessary to allocate a budget for upgrading and upgrading technical infrastructure in the Hoa Lac High-Tech Park; support funding for human resource training, encourage scientific and technological research, and consider exempting or reducing infrastructure costs for innovative and high-tech projects.

Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen affirmed that the city's economic growth in 2025 depends largely on the effectiveness of industrial park and high-tech park development. The city is aiming for double-digit growth in the coming years, so it is necessary to create a breakthrough in attracting high-tech investment, promoting industrial production and forming large-scale innovation centers.

In the coming period, the City will establish more industrial parks and industrial clusters associated with traditional craft villages, aiming to develop the local economy and create raw material areas for the processing and manufacturing industry.

At the same time, Hanoi will also gradually form an ecosystem to support high-tech enterprises, connecting universities and research institutes with enterprises in the fields of artificial intelligence, automation, information technology, pharmaceuticals and new materials.

According to experts, Hanoi has a great advantage in developing high-tech industrial parks, thanks to its inter-regional transportation system, abundant technical workforce and large consumer market.

However, to fully exploit its potential, Hanoi needs to completely resolve issues such as unsynchronized infrastructure, lengthy investment procedures, and the quality of business support services that do not meet requirements.
