The Office of the Hanoi People's Committee has just issued a document conveying the conclusions of the Chairman of the People's Committee, Tran Sy Thanh, at a working session on the progress of investment and construction of several large bridges across the Red River. The Chairman of the Hanoi People's Committee agreed in principle to invest in three large bridges across the Red River during the period 2025-2030. Regarding the investment project for the construction of Tu Lien Bridge and the road from Tu Lien Bridge to the Hanoi- Thai Nguyen Expressway, the city agreed in principle to implement it using public investment capital (the investment in the construction of Tu Lien Bridge and the road section from Tu Lien Bridge to Truong Sa Road will be studied under an EPC contract). The Chairman of the People's Committee assigned Vice Chairman Duong Duc Tuan to work with several businesses to discuss and agree on a feasible and effective investment plan for the construction of Tu Lien Bridge, ensuring its early implementation.
The city government has instructed the Department of Planning and Investment to urgently review Report No. 5744/TTr-SGTVT dated November 6, 2024, from the Department of Transport on the pre-feasibility study report for the investment project, and to advise and propose to the City People's Committee to submit the investment policy to the competent authority for appraisal and approval in January 2025; and to advise and propose a plan for allocating public investment capital to implement the project.

Regarding the investment project to build the Tran Hung Dao bridge and the roads at both ends of the bridge, the city has agreed in principle to implement the investment project using public investment capital. The City People's Committee has assigned the Department of Transport to urgently prepare a pre-feasibility study report for the investment project, submit it to the competent authority for appraisal and approval in accordance with regulations; and report to the City People's Committee in February 2025. The city has assigned the Department of Planning and Investment to promptly advise and propose a plan for allocating public investment capital to implement the project, ensuring feasibility and efficiency. Regarding the investment project to build the Ngoc Hoi bridge and its approach roads, the city has agreed in principle to implement the project using public investment funds (funds from Hanoi city, Hung Yen province, and central government support as stipulated). The People's Committee of Hanoi City assigns the Departments of Transport, Agriculture and Rural Development, Culture and Sports, Planning and Investment, and Planning-Architecture; and the People's Committees of Thanh Tri and Gia Lam districts to urgently implement the directives of the People's Committee of Hanoi City and the People's Committee of Hung Yen province. The Hanoi Department of Planning-Architecture will advise and propose to the People's Committee of Hanoi City to organize a competition for the architectural design of the main bridge across the Red River, and report to the People's Committee of Hanoi City in December 2024. The Hanoi People's Committee also instructed the Department of Planning and Investment to urgently review Report No. 1179/TTr SGTVT dated November 7, 2024, from the Department of Transport on the pre-feasibility study report for the investment project, and to advise and propose to the People's Committee of Hanoi to submit the investment policy to the competent authority for appraisal and approval in January 2025; and to advise and propose a plan for allocating public investment capital to implement the project.
The Tran Hung Dao Bridge is located between the Chuong Duong Bridge and the Vinh Tuy Bridge, connecting Tran Hung Dao Street in the Hoan Kiem-Hai Ba Trung districts to Nguyen Van Linh and Vu Duc Than streets in Long Bien district. The study area starts at the five-way intersection of Tran Hung Dao, Tran Thanh Tong, Le Thanh Tong, Tang Bat Ho, and Han Thuyen streets and ends at the intersection with Nguyen Van Linh and Vu Duc Than streets, spanning approximately 5.5 km.
