Before the establishment of a two-tiered local government system, Hanoi was the leading locality in the country in terms of education scale, with nearly 3,000 kindergartens and primary and secondary schools, nearly 2.3 million students, and more than 140,000 staff and teachers.

When the administrative apparatus was reorganized, Ho Chi Minh City (formed by merging Ho Chi Minh City, Binh Duong , and Ba Ria Vung Tau) surpassed Hanoi in the number of schools and secondary school students. However, Hanoi remains the largest educational center, having incorporated an additional 29 vocational training and continuing education centers and 355 vocational education institutions. In addition, there are over 1 million students currently enrolled in universities and colleges within the city.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, stated that in the 2024-2025 school year, the capital's education and training sector achieved many remarkable results. Infrastructure, equipment, and the application of information technology to support teaching and learning in schools continued to be invested in, aiming for standardization, synchronization, and modernization.

The application of information technology has seen many positive developments, especially the investment in STEM education – a crucial, interdisciplinary field integrating science, technology, engineering, and mathematics – which is evidence of Hanoi's innovative thinking, long-term vision, and commitment to international integration.

During the past school year, Hanoi built and established 35 new schools; the percentage of public schools meeting national standards across the city reached nearly 80%; 23 schools were recognized as high-quality schools; and the investment and construction of 7 advanced, modern multi-level schools with an area of ​​5 hectares or more were focused on in the city.

State management of education and training in the city has been strengthened. The Hanoi Department of Education and Training has seriously implemented Circular No. 29 of the Ministry of Education and Training regulating supplementary teaching and learning. Advisory work on policy mechanisms has been carried out proactively.

The Hanoi Department of Education and Training has advised the Hanoi People's Committee to submit to the Hanoi People's Council Resolution No. 40, which stipulates the amount of monetary rewards for students achieving high results in domestic and international competitions and examinations, and for teachers who have achieved success in training and nurturing students to win national, regional, international, and first-place awards at the city level.

The organizational restructuring at the Department has been carried out proactively. The Department has completed the review of the functions and tasks of its departments; and has made good preparations to take over the management of vocational education from the Department of Labor, War Invalids and Social Affairs to the Department of Education and Training, ensuring smooth and seamless operation.

The Department advised the Hanoi People's Committee to issue a Decision on reorganizing Chu Van An High School into Chu Van An Specialized High School and Son Tay High School into Son Tay Specialized High School, bringing the total number of specialized high schools in Hanoi to four.

The Hanoi Department of Education and Training has implemented many practical and effective activities and movements, creating a widespread impact in society: the "Schools working together for development - Teachers sharing responsibility" movement for the period 2022-2025; and the "Month of self-study of foreign languages" movement.

Cooperation in education and training between Hanoi City and provinces and cities nationwide, as well as cities around the world, has been strengthened and promoted, affirming its pioneering role in resource sharing, promoting digital transformation, and sustainable development.

In particular, amidst the restructuring of local government into two levels, Hanoi safely and effectively organized the enrollment process for primary and secondary schools, the entrance exam for 10th grade high school, and the 2025 high school graduation exam. The enrollment process went smoothly, eliminating long queues for submitting applications, and the exam questions were highly praised by the public.

Following the transition to a two-tiered administrative system, educational institutions continued to operate stably without major disruptions. The Hanoi Department of Education and Training retained its name and functions, as well as its responsibilities in state management of education and training. Local authorities at the commune and ward levels affirmed their continued commitment to and investment in education.
