When restructuring the administrative apparatus, Ho Chi Minh City (merging Ho Chi Minh City, Binh Duong , and Ba Ria Vung Tau) ranked above Hanoi in terms of the number of schools and high school students. However, Hanoi is still the largest educational center when it received 29 more vocational education and training centers and 355 vocational training institutions. In addition, there are more than 1 million students studying at universities and colleges in the area.
Mr. Tran The Cuong - Director of the Hanoi Department of Education and Training - said that in the 2024-2025 school year, the capital's education and training sector has achieved many remarkable results. Facilities, equipment, and information technology applications serving teaching and learning in schools continue to be invested in the direction of standardization, synchronization, and modernization.
The application of information technology has made many improvements, especially the investment in STEM education - an important, interdisciplinary field integrating science, technology, engineering and mathematics - is a testament to Hanoi's innovative thinking, long-term vision and international integration policy.
Last school year, Hanoi built and established 35 new schools; the rate of public schools meeting national standards in the whole city reached nearly 80%; 23 high-quality schools were recognized; the work of implementing investment in building 7 advanced and modern inter-level schools with an area of 5 hectares or more in the city was focused on implementation.
State management of education and training in the city has been strengthened. The Hanoi Department of Education and Training has seriously implemented Circular No. 29 of the Ministry of Education and Training regulating extra teaching and learning. Consultation on policy mechanisms has been proactively carried out.
The Hanoi Department of Education and Training has advised the City People's Committee to submit to the City People's Council Resolution No. 40 regulating the bonus level for students with high achievements in domestic and international competitions and exams, and teachers with achievements in training and nurturing students who won national, regional, international prizes and first prizes at the city level.

The work of reorganizing the apparatus at the Department has been proactively carried out. The Department has completed the review of the functions and tasks of the departments under the Department; well prepared the conditions for receiving the task of managing vocational education from the Department of Labor, Invalids and Social Affairs to the Department of Education and Training to ensure smooth and seamless work.
The Department has advised the City People's Committee to issue a Decision on reorganizing Chu Van An High School into Chu Van An High School for the Gifted and Son Tay High School into Son Tay High School for the Gifted, bringing the total number of specialized high schools in Hanoi to 4.
The Capital's Education and Training Department has implemented many practical and effective activities and movements, creating a spread in society: The movement "Schools join hands to develop - Teachers share responsibility" for the period 2022-2025; the movement "Foreign language self-study month".
Cooperation in education and training between Hanoi City and provinces and cities across the country and cities around the world has been strengthened and promoted, affirming its pioneering role in sharing resources, promoting digital transformation and sustainable development.
In particular, in the context of the arrangement of two-level local government, Hanoi has safely and effectively organized the enrollment work at the beginning of the school year, the entrance exam for grade 10 high school, and the high school graduation exam in 2025. The enrollment work was smooth, there was no longer the phenomenon of queuing to submit application documents, and the exam questions were highly appreciated by public opinion.
After the operation of the two-level government, educational institutions continued to operate stably without major disruptions. The Hanoi Department of Education and Training still retained its name and functions and tasks of state management of education and training. Localities at the commune and ward levels affirmed that they always pay attention to and invest in education.
