Hanoi: Five teachers in Ha Dong district disciplined for illegally conducting extra classes.

Specifically, based on reports from the Department of Education and Training of Ha Dong district, Van Yen Secondary School, and the People's Committee of Phuc La ward, it shows that: Van Quan Education Center has registered and been licensed to operate at address A48, TT3 Van Quan urban area, Phuc La, Ha Dong, Hanoi.

Five teachers, including D.TPL, VTMH, TTVA, D.TMH, and NTB, are teachers at Van Yen Secondary School. Three of them (D.TPL, VTMH, and TTVA) have signed employment contracts with the Van Quan Education Center and have reported to the school about their participation in extracurricular teaching at the Center (according to the form in Circular No. 29/2024/TT-BGDĐT).

At the time, the five teachers were conducting extra classes at building A50, TT3, Van Quan urban area, Phuc La ward, Ha Dong district, as directed by the Van Quan Education Center. This address was incorrect compared to the location reported to the school, as building A48, TT3, Van Quan urban area, Phuc La ward, Ha Dong district (the headquarters of the Van Quan Education Center) was under renovation, so the Center temporarily relocated teachers and students to A50, TT3, Van Quan urban area. Teachers D.TPL, VTMH, and TTVA were conducting extra classes outside of school with students who were not in their own classes.

In the case of teacher D.TMH (who has not signed an employment contract with Van Quan Education Center), at the time of the inspection, she was teaching a group of students from class 7A8, who were her own students. The teacher claimed that teaching this group was completely free to review some end-of-year material. However, the teacher had not reported this free tutoring to the school and had not provided evidence of voluntary participation. Teacher D.TMH was also teaching at an unlicensed location.

In the case of teacher NTB (who had not signed a contract with the Van Quan Education Center), the lesson at the time of the inspection was supposed to be taught by another teacher who had signed a contract with the Center, but that teacher was hospitalized, so the Center asked NTB to teach in her place. However, the class she substituted for that day consisted of her own students at the school, and she also taught at a location different from what she had reported.

Van Yen Secondary School has taken disciplinary action against three teachers (including D.TPL, VTMH, and TTVA) before the School Board; their performance rating for April 2025 was "Not Completed". The teachers themselves must commit to ceasing their unauthorized extracurricular tutoring activities.

The remaining two teachers (including D.TMH and NTB) were reprimanded, subjected to a thorough review and self-criticism by the school before the Pedagogical Council; their performance rating for April 2025 was "Not Completed". Each teacher must commit to ceasing unauthorized extracurricular tutoring.

The People's Committee of Phuc La Ward has also issued a notice requesting the suspension of all tutoring and supplementary classes at the Van Quan Education Center located at A50, TT3, Van Quan urban area, starting from April 25th, until all necessary legal documents are in place.
