Looking back at 2024, amidst numerous fluctuations in the global and regional economies , Ha Tinh's ability to maintain its growth momentum with a GRDP of 7.48% is clear evidence of the province's strong governance and inherent resilience.
Building on that foundation, Ha Tinh enters 2025 with a proactive mindset and high determination. The growth target set at the beginning of the year, 8%, was a strong commitment to a new phase of development. Now, with half the year gone, we can confidently look back at the proud figure of 8.16% – the culmination of the efforts and determination of countless people within the unified entity of Ha Tinh. And recently, at the 30th session of the Provincial People's Council, the head of the Ha Tinh government delivered a resolute speech with an impressive target – striving to achieve an economic growth rate of 9%.
This is a crucial goal in the context of 2025 – the final year of the 2021-2025 five-year plan – and also to create momentum and strength for double-digit growth in subsequent years. In reality, with high determination, high expectations, and breakthrough thinking combined with decisive action, we can "awaken" latent values and unlock remarkable breakthroughs based on existing foundations. And 9% – higher than the national target (the national target is to achieve 8% or more growth this year) – still holds special confidence for many, because what Ha Tinh is achieving and doing step by step is poised to "conquer" 9%.
The most noticeable example is the industrial sector. In the first six months of the year, the industrial and construction sector grew by 10.39%, contributing 4.19 percentage points to the overall growth. This sector has the highest contribution to the province's growth among all sectors. Currently, along with the operation of steel, packaging, cellpin, power, beer, textile, and garment factories, the VinFast electric car factory, Unit 1 of the Vung Ang 2 Thermal Power Plant, and Unit 2 of the Vung Ang 2 Thermal Power Plant, which is expected to be connected to the grid in Q3/2025, are positive signs, opening up prospects for sustainable development of Ha Tinh's industrial sector and also providing significant room for Ha Tinh to achieve a 9% growth rate this year.
In particular, according to the assessment results of the Citizen and Business Service Index on the National Public Service Portal after 3 weeks of operating the 2-tier local government model, Ha Tinh achieved 78.18 points, ranking first among 34 provinces and cities, including: transparency index reaching 14.92 points, progress in resolving administrative procedures reaching 18.05 points, online services reaching 10.21 points, satisfaction level reaching 15.86 points, and document digitization reaching 19.14 points.
Indeed, after the initial difficulties and uncertainties of operating the two-tiered local government model, this information can alleviate some of our concerns. The results demonstrate that Ha Tinh's administrative procedure information system has met the requirements and tasks of the two-tiered local government model, ensuring the central government's requirements for smooth and seamless administrative procedure processing for citizens and businesses. This is an important foundation for Ha Tinh to continue striving to improve its technical infrastructure, thereby further enhancing service quality and creating satisfaction for citizens and businesses in the future.
Solutions and approaches such as applying the "three no's" sanctions: failure to complete tasks, failure to retain the position, and failure to continue assigning equivalent tasks in order to accelerate disbursement and efficient use of public investment capital and land clearance; focusing intensely on shifting from a "running and queuing" state to a "straight line, clear path, united in progress"; each locality must strive to improve, and each official must transform themselves… have been thoroughly implemented, demonstrating a resolute spirit to achieve the set goals.
The 9% growth target for 2025 is not only this year's goal but also a stepping stone for a new development cycle. It shows that Ha Tinh is not only aiming for rapid growth but also sustainable development – where administrative reform goes hand in hand with serving the people, and where every step forward is accompanied by the entire political and social system.
Ha Tinh has every reason to achieve the 9% target – a testament to its new position and stature in the overall development picture of the country.
