Ha Trung improves the quality of inspection, citizen reception, and complaint and denunciation settlement

In recent times, Ha Trung district has focused on innovating the work of inspection, receiving citizens, handling complaints and denunciations (KNTC) and preventing and combating corruption, thereby promptly detecting shortcomings and limitations, contributing to improving the effectiveness of State management, promoting people's mastery, creating a favorable environment, and promoting local socio -economic development.

Ha Trung improves the quality of inspection, citizen reception, and complaint and denunciation settlement In accordance with the inspection conclusion, the family of Mr. Le Viet At, a 4/4 disabled veteran, Nga Dong village, Ha Chau commune, agreed to fulfill financial obligations to be granted a land use right certificate according to regulations.

Every year, the District People's Committee has issued a plan for inspection, citizen reception, and complaint settlement, focusing on inspection and supervision of the dissemination and education of laws, personnel work, and complaint settlement. In addition, the District People's Committee has directed all levels and sectors to strictly implement the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, directives and regulations of the Politburo and the Provincial Party Committee on strengthening the leadership of the Party, the responsibility of the head of the Party Committee for the work of citizen reception, complaint settlement, and directive documents of the Prime Minister, the Government Inspectorate , and the Provincial People's Committee on strengthening responsibility, improving the effectiveness and efficiency of citizen reception, complaint settlement, etc.

To facilitate the settlement of complaints and denunciations, the district has established and assigned tasks to the citizen reception committee, developed a citizen reception schedule, publicly posted it and notified it to communes and towns. The citizen reception locations are conveniently arranged, ensuring the necessary conditions. The leaders of the district People's Committee directly receive citizens and resolve citizen complaints and denunciations and recommendations according to the monthly schedule. After each citizen reception session, the district citizen reception committee meets, discusses plans, classifies petitions and letters and transfers them to competent agencies for settlement according to their authority, and does not let petitions and letters remain stagnant for a long time, causing resentment among the people. In addition, the district People's Committee directs the district Inspectorate to coordinate with relevant agencies to focus on advising on the timely and complete settlement of petitions and denunciations, especially complicated and mass complaints.

Implementing the Conclusion of Vice Chairman of the Provincial People's Committee Le Duc Giang in Notice No. 149/TB-UBND dated February 3, 2022 on resolving difficulties in procedures for granting Land Use Right Certificates (LURCs) to households and individuals who were allocated land without proper authority in the province, the People's Committee of Ha Trung district has established 2 inspection teams for the allocation of land without proper authority in the 2 communes of Hoat Giang and Ha Chau for 20 households out of a total of 301 households of the 2 communes. Through inspection and review, it was determined that the households in the 2 communes all had land that was allocated by the commune without proper authority, from October 15, 1993 to before July 1, 2004, used for residential purposes, without disputes, in accordance with planning, and eligible for granting LURCs; households must fulfill financial obligations when preparing documents for granting LURCs. After the inspection conclusion, up to now, 28 households have prepared documents to request for land use right certificates and fulfilled financial obligations according to regulations (22 households in Ha Chau commune, 6 households in Hoat Giang commune); of which, 8 households are in the inspection conclusion, 20 households are not in the inspection conclusion. After the inspection conclusion, the People's Committee of Ha Trung district continues to focus on directing departments, offices, and commune People's Committees to guide the remaining households in Ha Chau and Hoat Giang communes to prepare documents to be recognized for land use right certificates according to regulations, maintain stability in the situation, avoid complaints and lawsuits beyond the level, and in large numbers.

According to the report of the People's Committee of Ha Trung district, in the first 6 months of 2023, the whole district received 189 visits with 212 citizens; received and processed 347 petitions (325 petitions were eligible for processing). The main contents were related to land use rights, land encroachment, compensation and support when the State reclaims land and a number of policies and regimes of the State... Petitions and letters were received and resolved in accordance with the correct procedures and responded to citizens in accordance with the provisions of law, in a reasonable manner, not creating hot spots and frustrations among the people, minimizing petitions and letters of complaint beyond the level, crowded, prolonged, affecting the political security situation and social order and safety. The district Inspectorate conducted 11 inspections; issued inspection conclusions of 8 inspections at 8 units. The inspection work was carried out in accordance with the schedule, professional procedures, ensuring quality. Through inspection, limitations in management were discovered to promptly correct and overcome them for inspection units, contributing to stabilizing the situation and limiting complaints and petitions that go beyond the level.

Comrade Le Trong Thuy, Chief Inspector of the district, said: Through inspection and examination of the implementation of regulations on complaints and denunciations, the situation of receiving citizens, receiving, classifying and handling petitions and letters in the district has many positive changes. In the process of handling the case, relevant units have reviewed and carefully studied the records; closely coordinated with concerned sectors and localities to promptly and objectively resolve the case, ensuring publicity, transparency and compliance with legal regulations. The reception and dialogue with citizens by leaders from the district to the grassroots level has created favorable conditions for the people, contributing significantly to strengthening the people's trust in the Party Committee. In order to improve the effectiveness of State management in receiving citizens and handling petitions and letters, in the coming time, Ha Trung district will strengthen propaganda, dissemination and legal education for the people. Raise the sense of responsibility of professional cadres and the responsibility of authorities at all levels in receiving citizens, dialogue and handling petitions and letters. In addition, strengthen inspection and examination of dispute resolution and citizen complaints and denunciations, promptly detect and correct existing limitations.
