Hai Phong breaks through from Resolution No. 35 on special mechanisms

From Resolution No. 35 to Resolution No. 226 of the National Assembly, Hai Phong has taken advantage of the Central Government's attention on special mechanisms and policies for breakthrough development.

In 2021, the National Assembly issued Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong city. In 2025, the National Assembly continued to issue Resolution No. 226/2025/QH15 to replace Resolution No. 35/2021/QH15, aiming to clear "bottlenecks", helping Hai Phong develop more strongly. Taking advantage of the attention of the Central Government, the city proactively seized opportunities, resolutely implemented the resolution, opened up new opportunities, and created a foundation for Hai Phong to develop rapidly.

Concretize with breakthrough resolutions

Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong city focuses on a number of contents: financial management, state budget, decentralization of state management in the fields of land, planning and income of cadres, civil servants and public employees under the city's management.

Proactively seize opportunities, right after Resolution 35/2021/QH15 takes effect, with the attention, support and favorable conditions of the Central Government and the strong leadership and direction of the City Party Committee, the Standing Committee of the City People's Council and the City People's Committee coordinate, promptly deploy and concretize Resolution 35 through breakthrough resolutions of the City People's Council, decisions and plans of the City People's Committee.

In the period of 2021 to 2024 alone, the City People's Council issued 12 resolutions on the fields of finance, state budget, investment, land management, planning management, and income of civil servants and public employees. The City People's Committee issued decisions, plans, guiding documents and assigned specific tasks to affiliated departments, branches and sectors for implementation.

In particular, Resolution No. 48/2022 on the use of revenue exceeding revenue estimates divided between the central budget and local budgets and reinvested under a special mechanism. In 2021 and 2022 alone, the city was allocated more than 2,700 billion VND in revenue exceeding revenue bonuses under a special mechanism by the central government. Thanks to that, the two projects of Nguyen Trai Bridge and Ben Rung Bridge were boosted with investment from the "budget exceeding revenue bonus" policy.

At the end of December 2024, Hai Phong city officially started construction of Nguyen Trai Bridge - one of the largest special-grade traffic projects in the region with a total investment of more than 6,200 billion VND. Currently, contractors are speeding up the construction progress, expected to be put into use in 2027.

From the special mechanism and policy of Resolution 35/2021/QH15, the city is rewarded with 70% of the budget revenue exceeding the estimate, especially from import-export activities (excluding value added tax). According to comrade Tran Manh Cuong, Head of the Customs Branch of Region 3, budget revenue from import-export in Hai Phong in recent years has continuously exceeded the target, making an important contribution to the central budget revenue and helping the city qualify for rewards, thereby reinvesting in the city. In 2021 and 2022, Hai Phong was rewarded by the Central Government for exceeding the budget revenue by a total of 2,711.6 billion VND. From this excess revenue reward, the city has supplemented capital for a series of urgent projects.

In addition, Resolution No. 05/2022 of the City People's Council (resolution specifying the content of Resolution 35/2021/QH15) approved the average additional income level for cadres, civil servants, and public employees working in government agencies, Party and mass organizations managed by the city... Chairman of the City Association for Promotion of Education Hoang Duy Dinh assessed that the policy on additional income for cadres and public employees is a good mechanism to attract and "retain" human resources, especially high-quality human resources, while creating a strong competitive atmosphere for labor and production throughout the city.

It can be seen that, from the breakthrough mechanism and policy, the city takes advantage of large resources from the Central Government to focus on investing in developing transport and industrial infrastructure... At the same time, the city proactively and flexibly removes "bottlenecks" and responds quickly to urgent requests.

Bright spot in the country's economic development

The specific mechanisms and policies under Resolution 35/2022/QH15 create momentum for the Port City to achieve great achievements in socio-economic development. Specifically, Hai Phong affirms to be a bright spot in the overall picture of economic development of the whole country in the period of 2020 - 2025.

At the meeting between National Assembly Chairman Tran Thanh Man and Hai Phong city leaders to listen to the report on the implementation of Resolution No. 35/2021/QH15 at the end of 2024, Comrade Le Tien Chau, Secretary of the City Party Committee, affirmed that the National Assembly's issuance of Resolution No. 35/2021/QH15 is a strong driving force for the city in the context of many difficulties and challenges. The city's economic growth rate (GRDP) in 2024 reached more than 11%, the 10th consecutive year the city has achieved double-digit growth and 1.6 times higher than the average growth rate of the whole country, ranking 3rd nationwide. The total state budget revenue in the city in 2024 is estimated at over 116 trillion VND, exceeding 18% of the estimate assigned by the Central Government...

Based on the results and experience of implementing Resolution No. 35/2021/QH15, on June 27, 2025, the National Assembly continued to issue Resolution 226/2025/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong city. Resolution 226/2025/QH15 continues to prioritize new specific mechanisms and policies for the city, in which the important highlight is the establishment of a free trade zone with the expectation of continuing to be a "push" to help Hai Phong make a breakthrough in development in the period 2026 - 2030, realizing the goal of Resolution 45 of the Politburo.

With a proactive and decisive spirit, at the 2025 Mid-Year Regular Meeting of the City People's Council, Comrade Le Tien Chau, Secretary of the City Party Committee, emphasized that Resolution No. 226/2025/QH15 on piloting a number of specific mechanisms and policies for city development (replacing Resolution 35/2021/QH15) opens up space and strategic development momentum for the city. He requested the City People's Council to closely coordinate with the City People's Committee to promptly review and issue documents under the authority and responsibility of the locality, contributing to the early implementation of Resolution No. 226/2025/QH15. From there, move towards the goal of making Hai Phong a modern, civilized, ecological and livable industrial seaport city of the Southeast Asian region by 2030.
