
Meeting water needs for production.
This year, Hai Phong city planted 78,500 hectares of rice in the spring crop season, aiming for a yield of 68.5 quintals/hectare and a total rice production of 537,700 tons.
At this time, units and localities are focusing on proactively implementing measures to draw and store water in the system to ensure timely irrigation for planting and sowing.
The Hai Duong Irrigation Works Exploitation One-Member Limited Company is responsible for supplying water for planting over 50,236 hectares of spring rice for farmers in the western area of Hai Phong.
According to Nguyen Thi Tu, Deputy General Director of Hai Duong Irrigation Works Exploitation One-Member Limited Company, as of January 17th, more than 15,000 hectares of land for the 2026 spring rice crop in the western area of Hai Phong have received irrigation water, reaching 30%, including 8,544 hectares of land with artificial water sources, 2,160 hectares of land with gravity flow, and 4,579 hectares of land with electric pumps.
Areas such as Binh Giang and An Duong have achieved water intake rates exceeding 90%; while Chi Linh and Thanh Mien areas have reached over 60%.
In the coming days, the company will continue to operate the irrigation system to take advantage of freshwater sources from the river into the system, while also continuing to operate reservoirs and electric pumping stations to supply water to areas within the locality.

In localities in the eastern part of Hai Phong, the provision of water for spring rice production has been proactively implemented by local authorities and irrigation companies from an early stage, initially meeting the basic water needs for sowing seedlings, flooding the fields, and preparing the land for planting spring rice in communes and wards.
According to Mr. Nguyen Duc Hieu, Deputy General Director of Vinh Bao Irrigation Works Exploitation One-Member Limited Company, as of January 18th, more than 60% of the spring rice production area in Vinh Bao, totaling nearly 8,000 hectares, had water.
The company prioritizes providing water pumping services to communes with large areas of early spring tea cultivation, such as Vinh Thinh, Vinh Thuan, and Vinh Hai. In the canals and ditches, water levels are still sufficient to meet the production needs of farmers in the 7 communes of the Vinh Bao area.
However, drawing water into the system to serve this year's spring crop production is facing many difficulties due to saltwater intrusion deep into the river estuaries. Because of limited time for water extraction, the company has to take advantage of every hour to draw water into the system whenever possible.
According to Mr. Nguyen Tri Dung, Chairman of Tien Lang Irrigation Works Exploitation One-Member Limited Company, as of January 17th, the company had extracted water for approximately 30% of the area for spring rice planting in the communes of Tien Lang district, mainly focusing on communes south of the Moi River such as Tan Minh, Tien Minh, and Hung Thang.

Previously, the company developed scenarios for sufficient water, moderate water shortage, and severe water shortage... to proactively respond to all situations, determined to ensure that no area suffers from water shortage or saltwater intrusion. The company deployed personnel on duty 24/7 at sluices and pumping stations... to promptly serve farmers in preparing land for rice planting.
According to the Sub-Department of Water Resources Management and Disaster Prevention (Department of Agriculture and Environment), as of January 17th, the area with water available for the 2025-2026 spring crop in the city reached 26,832 out of 78,500 hectares, nearly 35%. The Thuy Nguyen area is currently undergoing soil desalination and acidification treatment, and water intake into the system will only begin on January 19th because the locality is at the end of the water supply line and the water from the main river has not yet arrived.
Synchronize solutions
According to the Department of Agriculture and Environment, in January and February 2026, Hai Phong will have two water extraction periods to serve the 2026 spring crop production. The first period will be from January 16th to 24:00 on January 20th; the second period will be from January 29th to February 4th, 2026.
Following the plan, irrigation companies and local authorities are actively implementing water intake into canal systems and fields. However, water intake in some downstream areas is still slow, and the rate of water intake into the system remains low.
According to Ms. Pham Thi Dao, Deputy Director of the Department of Agriculture and Environment, in order to proactively ensure maximum utilization of supplementary water resources from hydropower reservoirs, the department requires irrigation project operating companies to focus heavily on water extraction.

This includes organizing regular monitoring and salinity measurements at key sluice gates; maximizing the operating time of key water extraction facilities to supplement the system when water resources are sufficient; and storing water in main canals, ponds, lakes, and low-lying areas.
The People's Committees of communes and wards should focus on directing specialized departments to closely coordinate with irrigation companies in the area to proactively draw water into fields, store water, and use water economically and efficiently right from the beginning of the season. They should guide people to prepare the land early to retain water in the fields, and organize the strengthening of field and plot embankments to prevent leakage, loss, and waste of water...
The Department of Agriculture and Environment specifically instructed the People's Committees of Chi Linh, Chu Van An, Nguyen Trai, Tran Nhan Tong, Tran Hung Dao, and Le Dai Hanh wards to strictly manage water resources in reservoirs and not to drain water from reservoirs for aquaculture or other purposes.
During the water extraction period, the Department of Agriculture and Environment instructed the Sub-Department of Water Resources Management and Disaster Prevention to strengthen inspection of water extraction operations in localities and irrigation companies.
Local authorities and project owners are directing contractors to quickly restore the irrigation system after the projects are completed; and to implement comprehensive solutions to ensure timely and quality regulation and operation of water resources for production.
